International Training Programme on Fight against Cybercrime

An International Training Programme on Fight against Cybercrime was held in Ankara on 20-21 November 2023 for judges and prosecutors with the aim of increasing their knowledge in handling the cybercrime cases and exchanging information on the good practices.

The event gathered more than 100 participants from Türkiye, including speakers and consultants from Europe.

Judgments of the European Court of Human Rights on judicial procedures concerning cybercrime and the importance and application of Budapest Convention (Cybercrime Convention of the Council of Europe) were among the topics discussed during the two-day event with the contributions of national and international consultants, academicians, representatives of the judiciary and the Council of Europe as well as international speakers from different countries in Europe.

In her opening speech, Ms Pınar Başpınar, Head of Operations ofthe Council of Europe Programme Office in Ankara, named the cybercrime as a growing threat to the international peace and stability and highlighted the importance of the Council of Europe standards and Budapest Convention as the most comprehensive and coherent international agreement on cybercrime and electronic evidence to date. She has presented the achievements under the EU-CoE Joint Project running in the field of criminal justice, with examples of various coordination meetings organised throughout Türkiye  on fight against cybercrime and the national adaptation of online and advanced training modules developed in this field in cooperation with the Justice Academy of Türkiye.

Mr Muhittin Özdemir, the President of the Justice Academy of Türkiye, has thanked to the Council of which he stated as one of their most important working partners, and emphasised their appreciation on the significant contributions of the Project to the training system of the Justice Academy of Türkiye. Mr Özdemir also highlighted that the national adaptation of HELP and iPROCEEDS training modules on fight against cybercrime as an important progress and those will enable the extensification of the training on combatting cybercrime for the judges and prosecutors who focus on cybercrime related cases.  

At the end of the event, the participants have expressed that the discussions on cryptocurrency assets in the existing national and international legal context   have been the most beneficial in terms of its practical aspect.

 

This activity was organised under the EU/CoE Joint Project “Strengthening the Criminal Justice System and the Capacity of Justice Professionals on Prevention of the European Convention on Human Rights Violations in Turkey”.
