Individual Application System Assessment Working Group started its activities within the Joint Project on Supporting Individual Application to the Constitutional Court in Turkey.
Working Group consisting of 3 international and 3 national experts including judges, prosecutors and academics as well as the long term consultant of the project aim to assess problems and challenges experienced in individual application system by judiciary and the Constitutional Court. Within the framework of the meetings, the Working Group meets with various target groups including representatives of the Constitutional Court, supreme judicial authorities, first instance courts, lawyers, academics and NGOs in order analyse their experiences, challenges in individual application system and recommendations for its better functioning.
Within the scope of the first meeting held on 7-9 February 2018, the Working Group met with representatives of the Constitutional Court, the Court of Cassation and the Council of State. The meetings focused on establishment of the individual application system, work flow, admissibility and inadmissibility decisions, works of individual application bureau, commissions, sections and research and caselaw unit of the Constitutional Court as well as the experiences of the Court of Cassation and the Council of State in relation to the individual application system.
Following the completion of all phases, the Working Group is expected to issue an assessment report to present recommendations to the Constitutional Court for the better functioning of the individual application system in the short and long term.
