The Council of Europe is currently implementing the European Union–Council of Europe Joint Project "Supporting Functional Implementation of the Roma Strategy at Local Level (LOCALROMA)" in Türkiye. Implemented from 14 July 2026 to 13 July 2029, the Project supports Roma inclusion and equality in Türkiye by strengthening the capacities of public authorities, civil society organisations and Roma communities, improving access to fundamental rights and public services, and contributing to implementation of the Government’s Strategy Document for Roma Citizens 2023 - 2030 and Action Plan.
In this context, the Council of Europe is looking for Provider(s) for the provision of national consultancy services in the area of policy development, Roma inclusion, human rights and equality, to be requested by the Council on an as-needed basis.
All relevant technical and administrative information is provided in the attached documents. Financial offers shall be indicated in the attached Act of Engagement document.
The deadline for submission of tenders is 05 October 2026 at 10.00 (Strasbourg time) / 11.00 (Türkiye time). Offers shall be submitted through the e-Procurement system. Please be advised that your account must be created on the platform and validated by the Council of Europe. The validation process may take up to one (1) working day.
