The action “Digital Citizenship Education in Türkiye”, a part of ‘Horizontal Facility for the Western Balkans and Türkiye’ programme, jointly supported by the European Union and the Council of Europe, is seeking service providers to deliver printing and distribution services. In this context, the Council of Europe has launched a call for tenders.
The purpose of this call is to establish a pool of service providers in the above-mentioned areas, which may be requested by the Council of Europe as needed to provide the services specified in the ‘Contract.’
Interested candidates are expected to submit their applications by the deadline specified in the Tender Rules and Documents attached to the Tender File, dated 25 August 2025 (13:00, Türkiye time).
Proposals should be sent only by email (with attachments) to the following subject line: [email protected] : Tender - DCE Printing – Distribution
Proposals sent to any other email address will be rejected.
All questions must be sent until 21 August 2025 (23:59, Türkiye time) and only to [email protected] with the subject line “Questions – DCE Printing – Distribution Tender”.
Selected service providers will be contacted in further stages as necessary. The provision of services may commence immediately after the tender is concluded and the contracts are signed.
All documents must be submitted in English (the only exception being registration documents and documents demonstrating the experience of the individual/company, which may be submitted in Turkish); otherwise, the Council of Europe reserves the right not to consider the tender documents.
