An Endline Survey was Conducted to Measure the Satisfaction Levels of Citizens Applying to Family Courts

Within the scope of the EU-CoE Joint Project on "Improving the Effectiveness of Family Courts: Better Protection of the Rights of Family Members", an Endline Survey was conducted to measure the satisfaction levels of the citizens applying to family courts in the pilot provinces and to compare the current satisfaction levels with those identified in the Baseline Survey conducted in the first year of the project.

The Endline Survey, which is important for assessing the impact of the project, was conducted through face-to-face surveys with citizens in Ankara, Izmir, Kars, Mardin, Ordu, and Sakarya in July 2024. As a result of the survey, an increase of 19.4% and 21.2% was observed in Izmir and Sakarya, respectively, while the increase in satisfaction levels across the six pilot provinces in total was measured as 8.6%.

While the level of satisfaction with the behavior and courtesy of the court personnel was determined to be 3.47 out of 5 on average in the Baseline Survey conducted in 2022, this value was determined as 4.17 in the Endline Survey. Regarding the professional competence of judges, this value, which was defined as 3.56 on average out of 5 in the Baseline Survey, increased in the Endline Survey and was recorded as 4.13.  Significant increases were also observed in areas such as the clarity and comprehensibility of judgements, accessibility of the court personnel, and quality and appropriateness of their responses. However, there was no increase in satisfaction with the prompt handling of cases.

The rates of change in satisfaction levels on a province-by-province basis within the pilot provinces of the project are shown in the table below.

The “Improving the Effectiveness of Family Courts: Better Protection of the Rights of Family Members” Project is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe and Justice Academy of Türkiye. The Project aims to ensure that the rule of law and fundamental rights in Turkey are fully in line with international and European standards and to improve the effectiveness of family courts in protecting the rights of women, children, and other family members.
