Council of Europe Anti-Racism Commission to prepare report on the Russian Federation

Strasbourg, 11.05.2012 - A delegation of the European Commission against Racism and Intolerance (ECRI) visited the Russian Federation from 20 to 27 April 2012 as the first step in the preparation of a monitoring report. During its visit, ECRIs delegation gathered information on the implementation of the recommendations it made to the authorities in its 2006 report and discussed new issues that have emerged since.
The delegation held meetings in Rostov-on-Don and in Moscow with representatives of all relevant ministries and other competent authorities, national human rights structures, independent experts and NGOs.

Following this visit, ECRI will adopt a report to be published in 2013 in which it will make a fresh set of recommendations on measures to be taken by the authorities to address racism, racial discrimination, xenophobia, antisemitism and intolerance in the country. Among these, three will be revisited in two years’ time as part of an interim follow-up procedure.

In its 2006 report, ECRI highlighted the following concerns: the problem of racial discrimination in the system of residence registration leaving members of visible minorities without access to basic rights; the escalation of racist violence, in particular perpetrated by young skinheads, and interethnic clashes; the spread of racist statements and publications, especially in the media; and the large numbers of foreign workers employed illegally and exposed to severe exploitation as well as racism and xenophobia.

ECRI is a human rights body of the Council of Europe, composed of independent experts, which monitors problems of racism, discrimination on grounds of ethnic origin, citizenship, colour, religion and language, as well as xenophobia, antisemitism and intolerance, prepares reports and issues recommendations to member States.
