The North-South Centre’s objective in terms of youth is to provide training and capacity building for young people and youth organisations as well as to facilitate policy action on youth in development policies, reinforcing the role of youth as a fundamental force in the field of North-South interdependence.

The Seed Funding for Africa Europe Youth Co-operation
The North- South Centre of the Council of Europe has concluded the selection process for the 5th round of the Seed Funding Grant. We received a total of 40 applications from 27 different countries (14 African and 13 European) and we selected 9 projects to be funded this year for the grand total of 18 538 euros in grant money.

Towards the 14th University on Youth and Development, 22-29 September, in Mollina, Spain
The 14th University on Youth and Development (UYD) will take place between 22-29 September 2013 in the Centro Eurolatinoamericano de Juventud (CEULAJ).
The UYD is organised by the North-South Centre of the Council of Europe (NSC-CoE), in partnership with the Spanish Government (INJUVE), the European Youth Forum (YFJ), the Spanish Youth Council (CJE), the Latin-American Youth Forum (FLAJ) and other international youth organisations and youth serving organisations.
The Network has identified “Democratic Citizenship” as the joint theme for all the Universities in 2013. Partners have agreed that the issues of education for democratic citizenship, media/social media and new ways of youth participation and involvement of young people and youth organisations in decision/policy-making processes will be among the main dimensions for discussion. In this year's edition, its is expected more than 200 participants.

Draft Joint Programme

Mediterranean University on Youth and Global Citizenship, 1-8 July in Hammamet, Tunisia
The first edition of the Mediterranean University on Youth and Global Citizenship took place in the International Cultural Centre in Hammamet, Tunisia. The University was organised by the North-South Centre of the Council of Europe in co-operation with the National Youth Observatory of Tunisia and in partnership with the Youth Department of the Council of Europe, the EU-CoE youth partnership, the League of Arab States, the Forum Nazionale dei Giovani and other youth organisations.
The University was the framework for 6 different activities and had a joint programme where all participants and guests from the different activities had the opportunity to get to know each other, to work and learn together.
The North-South Centre of the Council of Europe organised on the 3rd July a workshop on “North-South Centre’s contribution to promoting the principles of the Istanbul Convention”.

NSC activities in the framework of the Mediterranean University: 
1. New media and youth participation, 2 July
A Round table was organised by the North-South Centre in co-operation with the EU-CoE youth partnership. The overall objective of the round table and the workshop on youth participation and social media organised by the EU-CoE youth partnership hereafter was to contribute to youth empowerment and democratic citizenship through the use of social media in line with Council of Europe standards and best practices.

2.  Civil society actors in democratic transformations: Sharing the experience of Central and Eastern European NGOs, 3 July
This event was organised by North-South Centre of the Council of Europe, in cooperation with the Italian National Youth Forum (FNG). The objective of the meeting was to contribute to strengthening of the civil society and in particular the youth organisations in the South and Eastern Mediterranean in light of Council of Europe standards and best practices.
During this workshop the representatives of four dimensions of governance or “quadrilogue” discussed opportunities, challenges and risks encountered by the civil society both in Europe and in South and Eastern Mediterranean region.

3. 4th Training Course for Youth Leaders of the African Diaspora Living in Europe, 1-8 July 2013, Hammamet, Tunisia
The fourth Training Course for Youth leaders of the African Diaspora Living in Europe was organised by the North-South Centre of the Council of Europe in co-operation with the African Diaspora Youth Network in Europe (ADYNE), under the framework of the Joint Management Agreement between European Commission-Europe-Aid Co-operation Office and the NSC. The course aimed at strengthening the role of young people particularly youth leaders and youth workers from the African Diaspora active in youth organisations in the hosting societies or leading African Diaspora youth groups/movements; and empowering and promoting the capacity to organise, take action and foster their political participation in Africa-Europe Youth Co-operation and Global Youth Work.

Launch of the Africa-Europe Youth Cooperation Online Resource Centre (AEYCO)
The Africa-Europe Youth Cooperation Online Resource Centre (AEYCO) was developed under the Joint Management Agreement – between the European Commission (EuropeAid Cooperation Office) and the North-South Centre of the Council of Europe – to promote continuous update and monitoring, transparency, knowledge sharing, capacity-building and a community of practices for the Africa-Europe youth Cooperation process. AEYCO seeks to be interactive, youth-friendly and inclusive.

9th Africa Europe Training Course for Youth Organisations in the framework of the 5th African University on Youth and Development, 3-11 May in Mindelo, São Vicente, Cape Verde
The 9th Africa-Europe Training Course was one of the activities being held in the 5th African University on Youth and Development, on 3-11 May in Mindelo, São Vicente in Cape Verde. It was organised by the North-South Centre in the framework of the Joint Management Agreement between the European Commission and the North-South Centre in co-operation with the European Youth Forum, the Pan-African Youth Union and the Network of International Youth Organisations in Africa.

"Education, Culture and Youth are part of the essence of the Council of Europe" - “Education, culture and youth correspond to the very essence of the Council’s role: democracy, rule of law and human rights are not established by decree”, highlighted Gilbert Saboya Sunyé, Chairman of the Committee of Ministers, while addressing PACE on Monday. The Minister of Foreign Affairs of Andorra underlined the chairmanship’s main contributions to some of the strategic priorities identified by the Organisation: “living together in harmony in sustainable democratic and culturally diverse societies, focusing our activities on youth, education for democratic citizenship and human rights”. Saboya Sunyé provided as well an up-date on the developments on the agenda of the Committee of Ministers, focusing on the partnership with the European Union for the Neighbourhood policy in the southern shores of the Mediterranean. Moreover, in the framework of a brief overview of the Andorran initiatives during the semester, the Iberian politician emphasized the role of the campaign Nurturing Human Rights launched to raise awareness on the Convention on Human Rights.

´´The European Charlemagne Youth Prize´´ aims to encourage the development of European consciousness among young people, as well as their participation in European integration projects.
The Prize is awarded to projects undertaken by young people which foster understanding, promote the development of a shared sense of European identity, and offer practical examples of Europeans living together as one community.
´The European Charlemagne Youth Prize´´ is awarded jointly and annually by the European Parliament and the Foundation of the International Charlemagne Prize of Aachen.
