Education Week 2012 edition
“Moving towards one world”
The 14th annual European Global Education Week (GEW)
will take place from the 10th to the 18th of
November, at the initiative of the North-South Centre of the Council of
Europe. Global Education Week (also known in some countries as One
World Week) supports teachers, youth leaders, young people and other
formal and non-formal educational constituencies to engage in
education for global citizenship; and enhances the effectiveness of
this endeavour nationally and throughout Europe, through co-ordination
of initiatives and sharing of best practices. All
schools and youth organisations in the Council of Europe’s member
States, as
well as all interested educational practitioners,
are invited to take part in this event which should be seen as a kick
off event for a year round process...

European Congress on Global Education 27-28 September
2012 in Lisbon
The
North-South Centre of the Council of Europe is happy to share with
you the final report of the 2nd Global Education Congress held in
Lisbon in September 2012, organised in partnership with GENE and
CONCORD and in cooperation with the Portuguese Platform of NGDO, the
Portuguese Institute for Cooperation and Language, the University of
Lisbon and with the financial support of the European Commission.
You will find in this report, the Congress Strategic Recommendations
and the Statement of the participants entrusting the outcomes of the
meeting.
The 2nd Global Education Congress gathered practitioners and
policy-makers to assess the work achieved since the first Global
Education Congress held in Maastricht in 2002 -which established the
European strategy framework for the enhancement of global education
to 2015- and to reflect on issues at stake to be prioritised until
2015.
The Lisbon Global Education Congress recommendations result from a
consultative process engaging different levels of stakeholders
(educators, academia, civil society representatives,
parliamentarians and representatives from Ministries), prior, during
and after the event.
They also build up on the recommendation of the Council of Europe
Committee of Ministers to member States on education for global
interdependence and solidarity, the first legal framework for global
education.

The Congress recommendations will serve as the workframe for the
North-South Centre Global Education Programme for the coming three
years.

On the occasion of the Strasbourg-Europe Road Races,
organised in partnership with the City of Strasbourg, a
Council of Europe stand and various events on democratic
citizenship will be set up in the Village des
partenaires, Wacken.

Jean-Claude
Frécon: “We must put the question of authorities’
responsibilities in the education sphere back on the
political agenda”
''Our education systems have to deal with the challenges
facing contemporary European societies – diverse and
multicultural societies, hit by the crisis, inequalities,
social exclusion and the marginalisation of vulnerable
groups. While greater participation by citizens is a
response to those challenges, such participation is also
necessary for our education system'', according to
Jean-Claude Frécon, President of the Chamber of Local
Authorities of the Congress, speaking in Helsinki,
Finland, on 26 April 2013, at the opening of the 24th
Session of the Council of Europe Standing Conference of
Ministers of Education, on 'Governance and Quality
Education'. ''Local and regional authorities have
ever-increasing responsibilities in respect of not just
the quality of, and access to, education in all its
forms but also integration into working life. We must
therefore put back on the European political agenda the
question of local and regional authorities’
responsibilities in this sphere and their commitment as
partners in the provision of quality education'', he
