


Second African University on Youth and Development
Cape Verde, 4-12 July 2010

The Second African University on Youth and Development aims at creating a space for debate and reflection; affirmative youth action and the promotion of youth policies; global education and awareness raising for development; training and non-formal education; as well as intercultural and inter-regional dialogue in the context of Euro-African youth co-operation. It is also a space for the follow-up of the Africa Europe Youth Summit and preparations for the 2nd Africa Europe Youth Summit.
This activity is organised by the North-South Centre of the Council of Europe, under Partnership between the European Commission and the Council of Europe in the field of Youth in partnership with the Cape Verde Federation of Youth, the Portuguese National Youth Council, the Pan-African Youth Union, the European Youth Forum and the Youth Forum of Portuguese Speaking Countries. The Cape Verdean Government, the Luxembourg Co-operation and the Portuguese Co-operation (IPAD) support this activity.




From 4-12 July 2010, the North-South Centre of the Council of Europe, in partnership with the Cape Verde Federation of Youth, the Portuguese National Youth Council, the Pan-African Youth Union, the European Youth Forum and the Youth Forum of Portuguese Speaking Countries, will hold the Second Edition of the African University on Youth and Development in Cape Verde.
This University is a space created in the follow-up of the Africa Europe Youth Summit, held in Lisbon in 2007 and to provide a youth contribution to the implementation of the Strategic Partnership EU-Africa. This year the University will also act as an important moment for the preparations of the Second Africa Europe Youth Summit that will be held in the framework of the III EU-Africa Summit of Heads of State in November 2010.
Following a very successful and inspiring first edition of the University, a second edition will be held, this time, gathering approximately 200 youth leaders from Africa and Europe to Cape Verde. Over the course of a week, the youth leaders will live together and learn to co-develop training activities; awareness of development issues and political participation of youth in the context of Euro-African co-operation.
The African University has been inspired by and modelled after the University of Youth and Development http://www.universityonyouthanddevelopment.org/, (in its 11th edition this year) organised by the North-South Centre and its partners in Spain (since 2000) and the University of Participation and Citizenship held in Uruguay (since 2004) http://www.upc.org.uy/convocatoria-7ma-edicion/ .
This activity is supported by the Partnership between the European Commission and the Council of Europe in the field of youth, the Cape Verdean Government; the Portuguese-speaking Countries Community (CPLP), the Luxembourg Co-operation and the Portuguese Co-operation.
Main objectives of the University

- To generate a space for debate and preparations for the 2nd Africa Europe Youth Summit.
- To create a political space where youth can affirm and receive recognition for their role in Euro-African co-operation, particularly in implementing the Strategic Partnership EU-Africa.
- To provide a space for raising awareness on development issues and global education, training, non-formal education and intercultural dialogue for youth leaders.
- To facilitate the process of defining and implementing youth projects within the Euro-African co-operation and promoting youth policies.

Programme of the University

The programme of the 2010 African University on Youth and Development is composed of:
- The 2nd edition of the Training Course for Youth Leaders of the African Diaspora Living in Europe implemented by the North-South Centre of the Council of Europe under the Partnership between the European Commission and the Council of Europe in the field of Youth;
- The 2nd Residential Seminar - Long-Term Training Course for trainers on Africa Europe Youth Co-operation, implemented by the North-South Centre of the Council of Europe under the Partnership between the European Commission and the Council of Europe in the field of Youth;
- National Youth Forum on the African Youth Charter, activity organised by the Cape Verdean Federation of Youth with the local youth Leagues;
- “Strengthening co-operation amongst youth organisations in Africa”, implemented by the World Scout Bureau, African Regional Office and other partner international youth organisations;
- First meeting of Young Parliamentarians of the Community of Portuguese Speaking Countries (CPLP) (to be confirmed), facilitated by the Portuguese Youth Council, the Cape Verdean Federation of Youth and the respective national parliaments;
- School of Youth Leaders of the CPLP, developed by the Portuguese Youth Council in partnership with the Youth Forum of the Portuguese Speaking Countries and the Southern Youth Councils of Europe.
- “Crossing Euro-African with Global Youth Work”, developed by the Portuguese Youth Council in partnership with the Youth Forum of the Portuguese Speaking Countries and the Southern Youth Councils of Europe. This meeting will evaluate past cooperation projects in Non-Formal Education and promote a joint strategy for Global Education.
- Europe Africa Young Scouts Forum of the Portuguese speaking Countries, organised by the Scout associations of the Portuguese speaking countries in Africa and Portugal.
Joint Programme of the University

Throughout the week, participants in the University will also engage in a joint programme that consists of comprehensive discussions, educational visits, local solidarity interventions; methodologies for learning and non-formal education, institutional and cultural contacts, and multimedia coverage. In particular the following are foreseen:
- The participation in the Celebrations of the 35th Anniversary of the Independence of Cape Verde and the 450th Anniversary of the Discovery of Cape Verde (5 July) around the motto “Young people of the World Gathered around a winning Nation”;
- The opening and closing ceremonies;
- A Keynote Speech (Aula Magna) on Africa Europe Co-operation;
- A Roundtable to prepare for the 2nd Africa Europe Youth Summit (the Youth Summit will be organised in the framework of the 3rd EU-Africa Summit of Heads of State);
- A number of cultural activities and a cultural evening including the exposition of various art forms.
Description of the main activities

2nd edition of the Training Course for Youth Leaders of the African Diaspora Living in Europe
Organised under the Partnership between the European Commission and the Council of Europe in the field of youth, this course is implemented by the North-South Centre of the Council of Europe. Based on the success of the previous edition, this course will give an opportunity to 25 youth leaders from the African Diaspora to strengthen the role of youth organisations or lead African Diaspora youth groups in taking an active role in their host societies and in Euro-African Co-operation.
The course focuses on the youth participation in the Strategic Partnership EU-Africa and the framework established by the 2nd Summit of Heads of State and the Africa-Europe Youth Summit.
During the course, participants will acquire the knowledge and skills to develop their organisations’ capacities as actors of civil society in processes of Euro-African Co-operation, and learn ways to strengthen their political participation. The course is also an excellent space for networking and developing partnerships, particularly for the development of the ADYNE (African Diaspora Youth Network Europe) launched at the first Training Course for Youth Leaders of the African Diaspora Living in Europe, held in 2009.
The course will be facilitated by a pedagogical team of trainers experienced in European and African Youth Co-operation.
2nd Residential Seminar – Long-Term Training Course for trainers on Africa-Europe Youth Co-operation
This course is organised by the North-South Centre of the Council of Europe under the Partnership between the European Commission and the Council of Europe in the field of youth. 35 trainers will finish the cycle of a yearlong training course on Africa-Europe Youth Co-operation. They will discuss and evaluate the implementation of training projects developed during the practice phase and the training competences acquired in the first seminar.

This second residential seminar will conclude the Long-Term Training Course started in July 2009 with the first seminar held in Abidjan, Ivory Coast, and composed of four different features, including this 2nd residential seminar, the practice phase and mentoring through a learning and communication virtual platform based on personal development plans.
During this year participants are expected to reinforce their competences and skills by creating a community of trainers able to multiply specific expertise in Africa-Europe co-operation and generating a pool of experienced trainers.

National Youth Forum on the African Youth Charter is an activity organised by the Cape Verdean Federation of Youth with the local youth Leagues. Following the announcement by the Prime Minister of Cape Verde in June 2009, at the closing of the first African University of Youth and Development, that Cape Verde would start the process of ratification on the African Youth Charter, the National Assembly of Cape Verde adopted unanimously the African Youth Charter.
In the second edition of the University, the Cape Verdean Youth Federation will organise, mobilizing the various youth leagues from the different islands of the country, a Forum on the African Youth Charter.
The aim of the Forum is to discuss and prepare the implementation of the Charter and the debate on how to adapt the youth policies in light of this legal framework. Approximately 200 youth leaders and other actors of the Cape Verdean Administration and civil society will take part in the Forum.
This will also be an opportunity for the exchange of experiences and learning with other African countries that are going through the same process of implementing the African Youth Charter and strengthening their national youth policy.
“Strengthening co-operation amongst youth organisations in Africa”, implemented by the World Scout Bureau, African Regional Office and other partner international youth organisations.
The Africa Regional Office of the World Scout Bureau, a regional youth platform that serves as Secretariat for the Scout Movement for the Africa Scout Region, will together with six partner organisations organise the seminar entitled “Strengthening co-operation amongst youth organisations in Africa”. The aim is to strengthen co-operation amongst youth organizations active in Africa that are not members of the Pan African Youth Union framework but equally involved in youth development and human capacity building. The objective is to reflect on the development and implementation of youth policy across the African continent, understood as a mainstreamed element addressing all the needs of young people. The project will gather 20 people, multipliers to spread the achievements with their whole organisation in Africa.
This activity will also act as a preparatory moment for the 2nd Africa Europe Youth Summit and it is supported by the 1% Solidarity Fund 2010 (Capacity Building for Regional Youth Work) of the European Youth Forum.
“Crossing Euro-African with Global Youth Work”. This meeting will promote the evaluation of cooperation projects between the partners, particularly in regard to projects implemented by different national pools of trainers in the first half of the year and those planned for the second half - in the framework of the initiative "Non-Formal Education as a tool for youth development". The meeting also aims to define the strategy for 2011 and beyond, including the application to the Youth in Action Programme (European Commission) within the field of Global Education.
School of Youth Leaders of the CPLP, developed by the Portuguese Youth Council in partnership with the Youth Forum of the Portuguese Speaking Countries and the Southern Youth Councils of Europe (SYC), this space will seek the sharing of experiences and priorities for the preparations of the UN International Youth Year, and joint action in the international agenda. In this sense priority will be given to the discussion on the political outputs of the World Conference Youth Conference of Mexico, the EULAC Youth Summit, the Luanda Summit of the CPLP, the second Africa Europe Youth Summit; the agenda of the MDGs, the South-South Cooperation and the triangle of cooperation Europe-Africa- Latin America. This will also be an important moment to strengthen the bilateral relations between the Southern Youth Councils of Europe (SYC) and the Youth Councils of the CPLP.
First meeting of Young Parliamentarians of the Community of Portuguese Speaking Countries (CPLP) (to be confirmed). Foreseen to be facilitated by the Portuguese National Youth Council (CNJ Portugal), and the Cape Verdean Federation of Youth and the respective national parliaments of the CPLP, this will be the first attempt to hold a meeting of young parliamentarians in the context of the Portuguese speaking countries. The African University on Youth and Development represents a very interesting framework for a first meeting of this kind. For the Portuguese Youth Council and the Cape Verdean Federation of Youth the international co-operation of a cross-cutting youth policy requires not only the Governmental dimension but also needs to become a priority for the National Parliaments.
In this sense, enlarging the participation of this University to young parliamentarians and the respective national assemblies is expected. The launch of this space in the University to young legislators of the CPLP will not only strengthen the political profile of the University, but will also bring closer the agenda of the youth movement with the centres of decision and will target the debate to more fruitful implementation.
Europe-Africa Young Scouts Forum of the Portuguese speaking countries. The first Europe-Africa Young Scouts Forum of the Portuguese speaking countries, with participants from Angola, Cape Verde, Guinea-Bissau, Mozambique, Portugal and Sao Tome and Principe, will be held in the framework of the Afican University on Youth and Development. With the aim of promoting the spirit of co-operation between the respective Scout associations.
This event will run according to the same spirit of the University, focusing more particularly on debating possible partnerships between the lusophone associations as on the active role of young people in the development of their countries, through Scouting.
The aims of this lusophone forum are the following:
- To facilitate and strengthen contacts between the different Scout associations of the Portuguese speaking countries from the European and African Scout Regions of the World Organization of the Scout Movement.
- To understand in what way young Scouts may contribute to the development of their own countries.
- To identify ways for establishing partnerships and exchanges between the different Portuguese speaking Scout associations.
