The North-South Centre celebrated its 20th Anniversary and  a new Statutory Resolution was adopted.


Under the motto “One world, our world”, the celebrations of the 20th Anniversary reflected the wish of the Centre to emphazise its history and its achievements as well as honour the famous or less famous personalities who have played a part in its creation or been part of it during the last 20 years.

20 Bridge Builders in the History of Humanity
In the context of its 20th Anniversary, the North-South Centre  organised an exhibition based on 20 personalities in the history of humanity who made a remarkable contribution to building bridges between cultures and civilisations and played a pioneer role in what is today called “intercultural dialogue”.

DRAWING COMPETITION - “ONE WORLD, OUR WORLD”
Under the slogan “One World-Our World”, the North-South Centre of the Council of Europe celebrated its 20th Anniversary in 2010. The 20th Anniversary celebrations reflected the will of the Centre to highlight its history and accomplishments and honour the personalities that have either stood by it or reflected its values through the past twenty years. The North-South Centre also intended to honour the youth and their vision of the values that guide its work: global interdependence and solidarity through education, youth, and intercultural dialogue.
The objective of this competition was to promote the vision of youths on global interdependence and solidarity in the 21st Century.

Round Table - "The 21st Century, a century of global interdependence and solidarity" - 18 May, Paços do Concelho - City Hall, Lisbon (Portugal)
The celebration of the 20th Anniversary of the European Centre for Global Interdependence and Solidarity represented an excellent opportunity to hold a Round Table on "The 21st Century, a century of global interdependence and solidarity", with the participation of a variety of eminent personalities such as Mrs. Maud de Boer-Buquicchio, Deputy Secretary General of the Council of Europe, Mr. Ólafur Ragnar GRÍMSSON, President of Iceland, Mrs. Nyamko SABUNI, Minister for Integration and Gender Equality of Sweden, the winners of the North-South Prize.

Concert Honouring Georges Brassens
In honour of its 20th Anniversary and in the context of the “Semaine de la Francophonie”, the North-South Centre organised, with the support of the Franco-Portuguese Institute of Lisbon and the Council of Europe Staff Amicale, a concert entitled “Chansons pour l'auvergnat" - AN INTERCULTURAL HOMAGE TO GEORGE BRASSENS. This concert took place on Saturday 20 March at 21h00 and was the closing event of the “Semaine de la Francophonie”.

The North-South Centre was one of the 3 nominees for the Rock in Rio Lisboa 2010 Sustainable Attitude Prize (Cultural Diversity category).
This nomination has been made by Jorge Sampaio, High Representative of the UN Alliance of Civilizations. The social project of Rock in Rio 2010, under the sustainable development thematic, created the “Rock in Rio Sustainable Attitude Prize” with the goal to praise people and organisations who have distinguished themselves for a better quality of life of the community, at the local and national level, acting in line with the three pillars of sustainable development (environmental, social and economic). The Prize Ceremony took place on 17 March at 19h00.
From the 3 nominees, ACIDI, Portuguese Network of the Anna Lindh Fundation and the North-South Centre, the winner of this Prize was ACIDI.

The Committee of Ministers supported the Adoption process of a new Statutory Resolution for the North-South Centre
During their meeting of
24 February 2010, the Ministers' Deputies of the Council of Europe adopted a series of decisions, through which they took note of the Recommendation 1893 of the Parliamentary Assembly on the future of the North-South Centre, while asking the other stakeholders of the Centre (Secretary General, Congress of Local and Regional Authorities and the Conference of the INGOs of the Council of Europe, the European Commission and the European Parliament) and the Executive Council to give their opinion on the PACE proposals. Thus opening the way to the adoption of a new Statutory Resolution by the end of the year, they decided to extend the mandate of the current Executive Council for another year (until March, 2011) .

The North-South Centre Chair launched the celebrations
In 1988, through its European Campaign on North-South Interdependence and Solidarity, the Council of Europe showed its determination to give added priority to north-south dialogue in an international context dominated by hope that a new era of cooperation would follow east-west antagonism.
By setting up the North-South Centre in 1989, after the campaign, its 10 founding states confirmed this determination and showed evidence of a visionary spirit at a time when the Berlin Wall was coming down and all eyes were on Central and Eastern Europe. The NSC’s mission is in fact more relevant than ever. Encouraging dialogue and cooperation between peoples and promoting solidarity policies represent the most important challenge facing societies all over the world. This role as a facilitator of dialogue built, year after year, is recognised today at regional (Council of Europe, European Union, African Union) and international level (United Nations).
In this context, the celebration of the NSC’s 20th anniversary was not only a legitimate source of pride but also a challenge, that of increasing the centre’s impact and resources, by ensuring that more and more countries, whether or not they are members of the Council of Europe, participate in this project to create a pluralistic Mediterranean and Euro-African space with a future of dialogue, cooperation and peace.
To face up to this challenge, the Centre has vital support, such as that from its 21 Member States, the members of the quadrilogue on its Executive Council, the Council of Europe, the European Union and its other partners and the people who participate in its activities. These are all the living forces that will be mobilised in the numerous events scheduled in the six months of the “heart” of its 20th anniversary, between November 2009 and May 2010.


On 20 November 2009, the Parlamentary Assembly adopted a Recommendation 1893(2009) onThe future of the European Centre for Global Interdependence and Solidarity”, based on a report from the Committee on Economic Affairs and Development, (Rapporteur, Mr. Kimmo Sasi, Finland) and an Opinion from the Committee on Culture, Science and Education (Rapporteur, Mrs Maria Manuela de MELO, Portugal).

1st meeting of the Executive Council of the NSC

On 23-24 April 1990, was held in Lisbon, in the Ministry of Foreign Affairs, the 1st meeting of the Executive Council of the NSC. The meeting, chaired by Mr Harry Aarts, member of the Parliamentary Assembly of the Council of Europe, focusesd on the participation of the South in the statutory bodies and in the elaboration of the programmes, the draft programmes of activities and the budget for 1990. The Lisbon Forum 2009 on "Creating a culture of Human Rights through education" took place on 13-14 November 2009, in Lisbon, under the slogan of the 20th anniversary. The Forum, chaired by Mr Jorge Sampaio, U.N High Representative of the Alliance of Civilizations, was organised in collaboration with the Alliance of Civilizations and the Aga Khan Foundation.

University on Youth and Development
The 10th University on Youth and Development was held from 13 to 20 September in Mollina (Spain). A call for nominations for the 20th anniversary project “20 bridge-builders in the history of humanity” was launched.

. Proposals for the "20 bridge-builders in the history of humanity"

On 9 September 2009, the Chair of the Executive Council announced the North-South Centre’s Anniversary in the framework of the Conference on “the role that can be played by the different media in preventing and combating violence against women”. This Conference was held in the context of the 66th Venice International Film Festival, which attracted much media attention. On that occasion the competition “Action for women” was launched, in partnership with Google / You Tube. Young directors coming from 11 European countries are invited to propose a short film on the fight against violence towards women and to put them online on YouTube Action for women. A Jury, chaired by the Belgian Director, Jaco Van Dormael, will select 10 finalists. The community of YouTube users will vote for the finalists and the list of winners will be issued by th end of January 2010. This initiative takes place in the double context of the 60th Anniversary of the Council of Europe and the 20th Anniversary of the North-South Centre of the Council of Europe.
