Presentation of the Herein 3 database
The new Herein 3 database presented on 19 December 2011, has been designed in line with Article 14 of the
Faro Convention which encourages the development of the
"use of digital technology to enhance access to cultural heritage and the benefits which derive from it". The new database will provide an overview of heritage policies in Europe and promote exchange of good practice. For the first time, states will be able to enter and update data on their heritage policies directly; allow the public to retrieve, analyse and compare data on the different European heritage policies and enable follow-up of the CoE heritage conventions (via targeted case-studies). The new Herein 3 tool was made possible thanks to generous contributions from Austria, Azerbaijan, Belgium, Finland, France, Monaco, the Netherlands, Norway, Slovenia, Sweden and Switzerland.

Cultural Policy Review of the Russian Federation
In the framework of the
Cultural Policy Review
of the Russian Federation, the 1st experts visit to the regions of Ulyanovsk and
Mari El, as well to Moscow, took place from 4th to 9th December 2011. The review
will focus on three intersecting themes: (i) Diversity, Cohesion and the Social Value of Culture; (ii) Infrastructure (including 'non-material' infrastructure and also provision, access and participation issues); (iii) Contemporary Cultural Production and Cultural Industries as well as two cross-cutting issues of Governance and Cohesion. The Award Ceremony for the prizewinners of the XVIth International Heritage Photographic Experience
"Heritage and Landscape" (IHPE) took place on 5 December 2010 in the Palais de l’Europe, Council of Europe. Young people from 36 countries from several continents took part to this edition of the IHPE.
This initiative, launched by Spain, Generalitat of Catalonia, has had the support of the Council of Europe for many years and takes place in the context of the working programme of the European Landscape Convention. It helps young people become familiar with the value of their heritage in the landscape.

Under the second phase of Joint Programme "EU/CoE Support to the Promotion of Cultural Diversity in Kosovo"*, the Division of Heritage, Technical Assistance and Joint Actions with the EU is looking for a Long Term Consultant to assist the project team in Pristina and the General Secretariat in Strasbourg in the implementation of the programme of activities.
The contract should be for 30 months, from 15 April 2012 to 14 October 2014.

31st meeting of the Standing Committee of the Bern Convention
The Convention on the Conservation of European Wildlife and Natural Habitats
(Bern Convention), held the annual meeting of its Committee of the Parties (Standing Committee) on 29 November to 2 December 2011 in Strasbourg. This year, the Standing Committee to the Bern Convention debated
more particularly how to enhance its contribution to the new UN global targets
on halting biodiversity loss by 2020, but also preventing illegal killing of
wild birds. The impact of climate change on marine biodiversity, the sustainable
management of biodiversity in European islands, and the eradication of exotic

Development component an annual Autumn Harvest Festival too place in Gjakovë/Djakovica, Pejë/Peć, Klinë/Klina, Istog/Istog, Deçan/Dečane and Junik from 25 to 27 November. The aim of the event

Evidence for the Diversity Advantage!
The Intercultural Cities programme organises its
second research meeting that
took place in Brussels on 7-8 November to look for evidence proving the diversity advantage. Diversity advantage means that cultural diversity in modern cities can - if managed properly - serve as asset for the development of the cities.
In order to ensure a larger-scale implementation and target Mayors who are not yet convinced of the the diversity advantage, the programme is co-operating with researchers to collect evidence. Academic research that proofs qualitatively the correlation between intercultural urban strategies and the cities’ innovation capacity and economic success will be examined.

"Schools as intercultural communities: Towards indicators for successful
intercultural education"
25 school heads and teachers from 13 Intercultural Cities and from Nottingham
met on 4-7 October in Oslo (Norway) to discuss existing practice and work
results in the field of intercultural education. At the end of a series of interactive working sessions, the participants produced a list of indicators for successful intercultural education which will be tested in the coming months by other practitioners before being finalised.

From October 2011 to January 2012, 7 European cities will host the "MEDIA Cross-Production Sessions" organised within the framework of the
SPARDA Project. During the sessions, media professionals will produce a media report with other journalists which they will broadcast in their own media or other media of their choice. The first session

10th Meeting of the Workshops for the implementation of the European Landscape Convention
The 10th workshop for the implementation of the European Landscape Convention
was held in Evora (Portugal) on 20-21 October 2011. Four Workshops analysed the following themes: ‘The cultural dimension of the landscape, for a new approach of the territory’; ‘The ecological and environmental dimensions of the landscape, for harmonious territories’; ‘The social and economic dimensions of the landscape, a potential for well-being and development’; ‘Landscape governance: a common good and a collective interest’. was given on this occasion. Around 120 participants from numerous countries participated at the event.

Cultural Policy Review of the Russian Federation
Stakeholders from the Ministry of Culture of the Russian Federation, the Regional Governments of
Omsk, Ulyanovsk and Mari El, Russian and International researchers and the CoE
Secretariat launched on 3 October a novel
Cultural Policy Review exercise.

World Cultural Policy Information system launched
The international database of cultural policies modelled on the Council of Europe/ERICarts Compendium of Cultural Policies and Trends in Europe was unveiled on 3rd October in Melbourne, at the 5th IFACCA World Summit.
WorldCP profiles are compiled using a consistent format as developed by the European Compendium that covers key issues in arts and cultural policy including historical developments; decision-making processes; main objectives; current policy issues; legal frameworks; cultural institutions and partnerships; funding provisions; and support to creativity and participation.
The WorldCP project has a 10-year horizon, is coordinated by IFACCA and supported by a number of international bodies and foundations.

2011 European Heritage Days Events
In the context of the European Heritage Days, the European Heritage Forums are annual international crossroads for all stakeholders involved in the interpretation, communication and dissemination of the cultural heritage. Such forums offer once a year an opportunity for dialogue among heritage professionals and professionals from other sectors of society.

The Intercultural Cities summer school, 5-7 October 2011, organised with the
City of Reggio Emilia (Italy) examined the
Intercultural Cities INDEX and media and cultural diversity management.
Three thematic workshops analysed language and multilinguism, intercultural
mediation and second generation migrants, looking into local policy from an
intercultural perspective. Several new cities joined the
Italian Intercultural cities network
on this occasion.

Council of Europe fact-finding mission to the town of Lorca (Spain)
A multidisciplinary team of international experts recently visited Lorca (from 3 to 5 October 2011), a historic city in southern Spain severely hit by the earthquake of 11 May 2011.
Following this mission, the experts will present a report outlining an integrated rehabilitation strategy for the town, focusing on reinvestment in the town centre through housing and the promotion of heritage, and incorporating the Council of Europe’s guiding principles relating to urban development and democratic governance.

A methodology and launch meeting on the Cultural Policy Review of the Russian
Federation was held in Strasbourg on 3-4 October 2011. The aim was to finetune

The 1st National Media Encounters of the
Coe/EU Joint Programme MARS took place in Vienna from 14 to 17 September 2011. These encounters want to encourage the emergence of production that contains real inclusive information. Duos of media professionals will be invited to co-produce written or audiovisual reports on sport, although not exclusively, taking non-discrimination and expression of diversity as angle of media coverage.

Inauguration
of the Shabo Wine Museum during the European Heritage Days
The Ukrainian authorities have selected the Shabo Wine Museum to be opened for the
first time to the public during the European
Heritage Days (EHD). The Shabo Wine Museum was inaugurated on 17-18 September 2011. Mr Iukuridze as Director of the Shabo Winery, in cooperation with the
Association of Culture and Tourism Exchange (ACTE), has invited the Council of Europe and
the European Union to participate. The President of the Parliamentary Assembly of the Council of Europe, a representative of UNESCO, as well as the Directors of wine museums from across Europe
were present. An International Forum celebrating 'the European Dimension' of the EHD's
took place in the Shabo premises on 18 September.

The "Hajde" Heritage Train Tour to Pejë/Pec ran from 17 September to 16 October 2011 (5 weeks) every Saturday and Sunday, departing from Pristina Train Station at 09:00 am.
This "Discovering Heritage Tour" brought together members of all communities in a trip to Pejë/Pec on the occasion of the 2011 European Heritage Days in Kosovo*.

European Heritage Days: 50 countries open rarely seen monuments
Over the coming month, more than 20 million people are expected to enjoy access to thousands of rarely opened sites and unique events as part of European Heritage Days, which take place every September in 50 countries across Europe. This locally-led initiative is supported by the European Commission and the Council of Europe, which promote awareness-raising at EU level.

The Call for Membership for the
European Academic Network on Romani Studies was launched on July 18, 2011.
Members of the Scientific Community engaged in studying the culture and society of the Roma, and the specific problems Roma face all over Europe, are invited to join.
Applicants are requested to complete an application form, attach their Curriculum Vitae (including the list of publications) and email them to the Secretary of the Network.

The
European Framework Convention on the value of cultural heritage for society (Faro Convention) entered into force, 1 June 2011, following its 10th ratification by Georgia.
"The former Yugoslav Republic of Macedonia" is the 12th state to ratify the Convention with effect from 1 September 2011 and other member states are encouraged to follow suit. The convention promotes the fundamental value of cultural heritage for European societies and for the first time considers cultural heritage as a main resource for the well-being of individuals, cultural diversity and intercultural dialogue. The first contemporary Art Biennale "Art Underground-Time Machine" ever organised so far in Bosnia
and Herzegovina was opened on 27 May 2011 in Tito's atomic shelter in Konjic. 42
international artists six of which from Bosnia and Herzegovina participate in
the Biennale. The Biennale was awarded by the Council of Europe

The
European Cemeteries Route has been recognised with the Special Jury Award of the World Tourism Organization (UNWTO). The UNWTO Ulysses Awards reward initiatives and projects undertaken by public tourism institutions, tourism enterprises and non-profit institutions that have made a significant contribution to the advancement of tourism through innovation, in line with the United Nations Millennium Development Goals. The Award Ceremony took place on June 2nd in Vilamoura, Portugal, coinciding with the UNWTO Algarve Forum on Tourism and Science.

took place in Yalta (Ukraine) from 26 to 27 May 2011. It was one of the first events taking place during the Ukrainian chairmanship of the Committee of Ministers of the Council of Europe. The Conference, organised by the Ministry of Culture of Ukraine with the support of the Council of Europe's Secretariat, discussed the role of culture and cultural heritage in fostering intercultural dialogue, social cohesion, the socio-economic development of communities, regional cooperation and international partnerships.

The Bern Convention Group of Experts on Invasive Alien Species (IAS), created in 1992, met
for the 9th time in Malta, 18-20 May 2011. The meeting focused on a number of new codes of conduct on IAS
and some activities and topics: hunting, companion animals, zoological and
botanical gardens and aquaria. The group of experts reviewed the implementation of the European Strategy on Invasive alien species and of the Code of Conduct on Hunting and Invasive Alien Species.

4th Plenary Session of the Steering Committee for Cultural Heritage and Landscape
The 4th Plenary Session of the Steering Committee for Cultural Heritage and Landscape (CDPATEP)
took place from 5 to 6 May 2011 in Strasbourg. The entry into force of the
Framework Convention on the Value of Cultural Heritage for Society (Faro) on 1st
June 2011, the development of the Convention follow-up tools and information
systems for heritage and landscape and the 2012-13 activities programme were on
the agenda of this meeting. The Final Report on the evaluation of the Technical
Cooperation and Consultancy Programme has also been adopted during this session.

cultural route 'Transromanica', promoting the Romanesque heritage of seven European countries, received the
"Chinese Tourists Welcome Award" in Beijing on 14 April. Organised for the eighth time by the
China Outbound Tourism Research Institute, the prize was awarded by a jury of experts who appreciated the approach of focusing on medieval times, myths and legends to attract Chinese tourists.

"Intercultural Cities: Ukrainian Platform" was held in Kyiv This seminar was organised by the Development Centre
"Democracy through Culture" with the support of the Ministry of Culture of Ukraine and the Council of Europe. Representatives of Ukrainian cities gathered in Kyiv to sign a Memorandum on Ukrainian Platform of Intercultural Cities and give a start to the national network. The Memorandum was signed by cities of Melitopol, Pryluky, Khmelnytsky, Yuzhne, Zhytomyr and Lutsk.

The Group of Experts on European Diploma of Protected Areas met in Strasbourg on
14-15 March 2011. During this meeting, the Group worked on draft resolutions for renewals of European Diplomas in 11 areas including Piatra Craiuilui National Park (Romania), Gran Paradiso National Park (Italy), Vanoise National Park (France), Bayerischer Wald National Park (Germany), Camargue National Reserve (France), Kusçenneti National Park (Turkey).

Coordination meeting of the new joint CoE/EU programme
SPARDA (Shaping Perceptions and Attitudes to Realise Diversity Advantage)
is a new joint programme with the European Union focusing on the most effective strategies for changing the often negative perceptions of migrants. On 21 and 22 February, a SPARDA
coordination meeting took place in Strasbourg. This meeting was held with six participating cities namely: Coimbra (Portugal), Had-Dingli (Malta), Limmasol (Cyprus), Lyon (France), Patras
(Greece) and Reggio Emilia (Italy). The Council of Europe’s roles and
responsibilities were discussed with partners in the areas of conducting
opinion surveys; organising media diversity training workshops and production
sessions; as well as elaborating an information and communication campaign on
diversity.

Coordination meeting of the new joint CoE/EU programme
On 15 and 16 February, the first coordination meeting of the joint CoE/EU
MARS (Media Against Racism in Sport)
programme took place in Paris, France. This meeting was held with the main various European partners involved in the joint programme such as MediaAnimation, Community Media Forum in Europe, the International Federation of Journalists, the Vienna Institute for Development and Cooperation / Football against Racism in Europe network as well as the Union of European Football Associations. This first meeting aimed at building the plan of actions and, in a sense to launch the MARS programme.

Georgia ratifies the Faro Convention
Following this tenth ratification on 4 February, the Framework Convention on the Value of Cultural Heritage for Society will enter into force on 1 June 2011. A first exchange of views on the follow-up of the Convention will take on the occasion of the Plenary Session of the Steering Committee for Cultural Heritage and Landscape on 5-6 May.
