Media & Diversity – What is the problem?

In Europe, only a quarter of news items feature women, even though they account for over half of the European population (GMMP, 2010). Immigrants represent around 10% of the EU population (Eurostat, 2011); they appear as less than 5% of the main actors in the news (Ter Wal, 2004). Lesbian, Gay, Bisexual and Transgender (LGBT) people account for roughly 6% of the population of the United Kingdom but are represented as less than 1% on screen. Still in the UK, 20% of the population is disabled, but they are less than 1% to be represented on British TV (CDN 2009-10 Progress Report). In Belgium (CSA, 2012), persons with disabilities still appear in secondary roles and only as subjects in relation to disability. Still in Belgium, women and ethnic minorities appear mostly in secondary roles or as extras in the information (CSA 2012, AJPB 2011), rarely as an expert or a spokesperson. In France (CSA, 2008), while ethnic minorities account for 19% of actors in all TV news, they are represented more heavily in sports and music stories, than in political, social and economic news: more than a third, compared with less than 10%. In Europe generally (Ter Wal, 2004), these minorities appear in less than 5% in political coverage, with women (GMMP 2010) accounting for less than 5% of actors in the economic or scientific news

MEDIANE – Media in Europe for Diversity Inclusiveness, an EU/Council of Europe joint Programme, seeks to strengthen the media industry's ability to include diversity and non-discrimination in their daily work. MEDIANE aims at encouraging truly diverse, inclusive and intercultural ways of media content design and production.

Building upon standards set by various Council of Europe bodies on media pluralism, expression of diversity and non-discrimination, the outcomes of the 2008-10 CoE's "Speak out against Discrimination!" Campaign and the 2011-12 joint EU/CoE MARS – Media Against Racism in Sport - Programme, MEDIANE supports the development of innovative modes of media production, media and journalism training and journalism practice that could be reproduced in all media sectors and can be used by any form of media content.

These aims have been acheived through:
- supporting 72 European Exchanges of Media Practices (EEMPs)
- organising 7 Thematic Encounters with participants interested in the fields of media production, media and journalism training and journalism practice
- organising 3 European Encounters to share experiences of media professionals interested in inclusive modes of media production, media and journalism training and journalism practice on a European level
- putting online the MEDIANE BOX for Media Diversity Inclusiveness, a self-monitoring and action-support tool, for media outlets and professionals

MARS Programme
The 2011-12 joint EU/CoE programme MARS - Media Against Racism in Sport questioned the media’s ability to include diverse and non-dicriminative approaches in the way they were covering sport issues. 15 National and 3 European Encounters on Journalism and Media Training, Media Production and Ethics/Editorial Management and over 30 Media Work Exchanges contributed to the development of the MARS Online Resource Centre; a unique collection of training tools, resources, practice examples on diversity and non-discrimination and the first contact database with over 450 media and diversity practitioners in Europe.

Anti-discrimination campaign
The CoE "Speak out against discrimination!" Campaign focused on the role of journalists and media outlets in an intercultural and diverse Europe. The Campaign enhanced media professionals’ capabilities to develop an inclusive approach of media production. The Campaign’s main results are the training toolbox Journalism Training, Discrimination and Diversity, the guidelines Tell me about Diversity! A practical approach to intercultural media content and the report Media & discrimination: When young journalists investigate.
