Opening of the meeting by the Chair and adoption of the agenda
(CDPAT (2007) 2 rev.)
The Chair will open the meeting and explain that, for budgetary reasons, the 2007 session has been shortened to two full days. He will draw members’ attention to the need to be present as far as possible until the end of the meeting, in view of the very full agenda.
I. Statement by the Director of Culture and Cultural and Natural Heritage on the priorities of the Committee of Ministers and the organisation of the Directorate
The Director will provide information on the reorganisation of the Directorate of Culture and Cultural and Natural Heritage, the creation of new divisions and the cross-sectoral and inter-sectoral working methods taking shape within the Council of Europe. In view of the Council’s primary roles and, in order to implement the Action Plan of the 3rd Summit, he will outline for the Committee the Secretary General’s priorities for the preparation of the 2008 work programme.
II. Election of Bureau members
CDPAT (2007) 12 – For decision
The elections are scheduled to be held on 15 May in the early afternoon, so as to allow delegations ample time for consultation.
III. Convention follow-up machinery and observatory role
CDPAT (2007) 11 – For information
A visual presentation will be given to the CDPAT by the consultants having worked on the monitoring of the Valletta Convention (the sector chosen in 2006 by the CDPAT as a pilot area for convention monitoring). Information will be provided on the experts’ field visits to a number of states and the results of the meeting held in Strasbourg on 2-3 April 2007.
The Committee will hold an exchange of views on the experts’ proposals. Countries willing to take part in the Valletta Convention pilot follow-up process in 2007/2008 are invited to make themselves known. Ireland, Romania, Greece and Belgium are already involved. Hungary and Slovenia have said that they too are willing to take part.
Apart from the pilot case of archaeology, to be further developed as a matter of priority in 2007/2008, delegations will hold an exchange of views on other areas relating to the Granada Convention and the prelude to the follow-up of the Faro Convention (the Secretariat has previously suggested heritage interpretation and education).
The Secretariat will provide the Committee with information on the proposal put forward the previous week at the CDCULT meeting that the Council of Europe should develop a role as an observatory of cultural policies.
Expected decision:
The CDPAT is invited to:
- approve the proposed approach to the follow-up of the Valletta Convention;
- take note of the countries interested in taking part in the follow-up to that Convention;
- state its views on subsequent topics to be chosen;
- make any other recommendation or suggestion regarding the ways and means of following-up the Council of Europe’s instruments.

Information will be provided on the idea currently being submitted to the Committee of Ministers of a Committee on Cultural Heritage, Landscape and the Living Environment which would be responsible for fully exploiting the potential of the Granada, Valletta, Florence and Faro conventions. The Committee of Ministers Rapporteur Group should consider this proposal before the summer.
The CDPAT will hold an exchange of views which should be summarised in the meeting report.2.
3. Management of the HEREIN Network
The Secretariat will report on new developments in the management of the HEREIN Network since the CDPAT’s last plenary session (expansion of the thesaurus, financial overview, voluntary contributions). It will also report on a technical audit carried out at the request of the Council of Europe by an external company commissioned by the Secretariat relating to the relevance of technical developments.
Expected decision:
The Committee might agree on the need to:
- update the database to enhance system performance;
- strengthen and extend the group of participating countries;
- ensure effective liaison between CDPAT members and national coordinators.
The Committee might also wish to state its views on the Network’s short and medium-term arrangements and the types of partnerships to establish.

4. Implementation of the Landscape Convention
T-FLOR (2007) 14 – For decision
The Secretariat will report on the outcome of the Council of Europe Conference on the European Landscape Convention held in Strasbourg, on 22-23 March 2007, and will present the final conclusions adopted.
The Conference expressed the wish that:
- the draft document “Guidelines for the implementation of the European Landscape Convention”, revised in the light of the observations made at the conference (Appendix 12 to document T-FLOR (2007) 14), should be forwarded via the relevant committees to the Committee of Ministers for adoption, in the form of a recommendation from the Committee of Ministers to member States;
- the draft Rules for the Council of Europe Landscape Award, revised in the light of the observations made at the Conference (Appendix 13 to document T-FLOR (2007) 14) should be forwarded via the relevant committees to the Committee of Ministers for adoption and that the Council of Europe Landscape Award could be launched in 2008.
Expected decision:
The CDPAT is invited to:
- forward the final conclusions of the Conference to the Committee of Ministers;
- approve the text of the draft Guidelines for the implementation of the European Landscape Convention and the rules for the Council of Europe Landscape Award and to forward them to the Committee of Ministers once the CEMAT Committee of Senior Officials has met and also agreed to forward them.

IV. Promoting the Faro Framework Convention
1. Vilnius Conference jointly organised with the Parliamentary Assembly
CDPAT (2007) 13 – For decision
The Secretariat will provide the Committee with details of the draft programme of the conference to be held in Vilnius (Lithuania) from 11-13 October 2007. The aim is to give an overview of the role of the various international instruments related to the cultural heritage. The unique nature of the Council of Europe conventions will be placed in the international context, with particular attention being drawn to the Faro Framework Convention opened for signature in October 2005. The conference will conclude by drawing up a strategy to promote ratification and implementation of the Faro Convention and other Council of Europe instruments.
2. Other events
The events marking the 2007 European Heritage Days could provide an opportunity to adopt a declaration of intent by participating figures to sign and ratify the Council of Europe conventions, and in particular the Faro Convention. Another promotional event could be organised on the occasion of Portugal’s ratification of the Faro Convention. Other events should be held in 2008 in the context of the regional programmes in South East Europe and the South Caucasus. Delegations will hold an exchange of views on the strategies to adopt for the promotion of the Faro Framework Convention and other Council of Europe instruments.
Expected decision:
The CDPAT is invited to:
- support the principle of the Conference;
- make suggestions for the finalisation of its programme and the target audience to be involved in the Conference;
- put forward preliminary points for inclusion in the strategy to promote the Faro Convention and the other instruments, by suggesting, where appropriate, other events to be held over the coming two years.

V. Implementation of the programme of activities
The Secretariat will inform the CDPAT of recent developments in the EHD programme and the 2007 programme of activities. The Liaison Bureau, Europa Nostra, will present its 2006 activity report, the evaluation report of EHD 2006, and the new communication strategy for the programme.
Expected decision:
The CDPAT is invited to take note of:
- the invitation from the Serbian authorities to organise the events marking the 2007 EHDs as part of the Serbian chairmanship of the Committee of Ministers;
- the proposal from Azerbaijan to hold the events marking EHD 2008 in Baku in September 2008.

Declaration of the ministerial conference launching the Kyiv Initiative Regional Programme:

The Secretariat will present the objectives of the new Division for Regional Cooperation, set up in 2007 in the Directorate of Culture and Cultural and Natural Heritage. This Division is seeking to build on what has been learned on the ground, including the further development of specific intervention tools in the heritage sector, focusing in particular on implementation in the countries concerned of the heritage-related conventions (Faro, Granada, Valletta, Florence, Bern), by means of a cross-sectoral approach to managing the region’s cultural, heritage and natural resources. Stock will be taken of the 2007 action plans under way and the points to be taken into account in setting priorities for 2008 will be identified.
The Secretariat will also report on the progress in the work of the Reconstruction Implementation Commission for Orthodox Religious Sites in Kosovo (RIC). The Council of Europe’s activities, with the financial support of the European Commission and the Kosovo Assembly (PISG), are geared to the reconstruction of 34 Serbian Orthodox religious sites damaged in March 2004, placing the emphasis on the mechanisms set up to promote multi-ethnic cooperation, institutional capacity building and community revitalisation.

Expected decision:
The CDPAT is invited to:
- take note of the 2007 action plans for both regional programmes;
- confirm the objectives, priorities and cross-sectoral and integrated approach of the regional programmes and support their activities (call for voluntary contributions);
- reiterate the need to maintain and develop action on the ground, in particular through the Technical Cooperation and Consultancy Programme on the Integrated Conservation of the Cultural and Natural Heritage, which is one of the permanent intervention tools the Council of Europe has in this area;
- take note of progress in the work of the RIC in Kosovo.

VI. “Cultural identities, shared values and European citizenship”

For decision
The Secretariat will present the interim report summarising the implementation in 2006-2007 of this “post-Summit” activity which comes under both the CDCULT and the CDPAT, helping to highlight how culture and heritage can contribute to achieving the Council’s political objectives.
Emphasis will be placed on the “sharing history, sharing places” initiative relating to heritage interpretation in intercultural towns and cities. The practical trialling of this initiative on the ground (Timişoara workshop) should provide useful input to developing a heritage interpretation method corresponding to the approach set out in the Faro Framework Convention.
Expected decision:
The CDPAT could take note with interest of the implementation of this project within the stipulated time frame and that it is due to be completed at the end of 2007, and ask the Secretariat to submit a final activity report at its next session.
It might also express the wish for certain aspects of the project to be used in the framework of the CDCULT’s intercultural cities project.

VII. Cross-sectoral programme with the CDCULT
1. Intercultural cities

A working document (CDCULT (2007) 13) on intercultural cities will be submitted to the CDPAT for information and reaction.
Expected decision:
The CDPAT is invited to:
· take note of the contents and preliminary methodology of the project bearing in mind the fact that certain elements could evolve following the consultations to be carried out and the priorities of the participating cities;
· express its interest to follow and support the future development of the project in particular as regards the exploration of the place and the role of heritage in intercultural practice at the urban level.

2. European cultural routes
The Secretariat will provide information on the current refocusing of the cultural routes programme.
Expected decision:
The CDPAT is invited to:
- express its satisfaction with the new orientation of the cultural routes programme in view of the political priorities of the Council of Europe and cultural tourism;
- elect a new CDPAT representative to the Advisory Committee on Cultural Routes to replace Ms Cinta PUJAL (Andorra), who will no longer be a member of the CDPAT.

VIII. Focus of the programme and priorities for 2008
- Priorities for 2008
The CDPAT will be looking at an extract from the 2006 evaluation report and a working document on the priorities for 2008 in the light of the priorities of the Council of Europe and the Directorate of Culture and Cultural and Natural Heritage. It will hold an exchange of views on adapting its priorities in line with point 6 of document CDPAT (2007) 16

Expected decision:
The CDPAT is invited to inform the Secretariat of its proposed priorities for drawing up the 2008 programme, in the light of the Council’s priorities and the rationale behind its activities as set out in document CDPAT (2007) 16.

IX. Working methods and organisation of meetings
An exchange of views will be held on simplifications and organisational savings which should be made for 2008. It could be agreed that working documents will no longer be distributed at the meeting but made available in advance on the Internet.

XI. Contribution from other bodies and organisations
The Europa Nostra delegation will present its policy document on cultural tourism, to which the CDPAT will be invited to react.

A discussion could be held with a view to appointing a CDPAT representative on the relevant CoE committee.
