Integrated Rehabilitation Project Plan/Survey of the Architectural and Archaeological Heritage (IRPP/SAAH), run jointly with the European Commission

Croatia

Geographical location has enabled Croatia to form cultural links with the countries of the Mediterranean as well as with South-East and central Europe. Over the centuries, successive cultural influences have resulted in a highly diverse architectural and landscape heritage, while on the coast several underwater sites of major significance have been identified. There is a long tradition in the protection of Croatian heritage, but the great destruction caused by the war of 1991 to 1995 has increased the demand for professional expertise and financial incentives. Many sites are threatened with abandonment or inappropriate use, and there is a lack of development control in both the urban and rural contexts. In the short term, international collaborative ventures on major sites have certainly improved the situation. In the longer term, strategies and financing will be required to encourage and train professionals in the fields of restoration crafts, heritage management and project planning.

The authorities have a clear recognition that heritage protection is not an end in itself, but should be regarded as part of a larger programme of revitalisation, incorporating the cultural heritage into the everyday life of the citizens, based on the principles of sustainable development, for the benefit of both local people and tourists. This understanding has also been reinforced at local level. Tourism, in sustaining Croatia’s remarkable legacy of monuments, sites and ensembles, is surely today one of the most important economic factors in the development of the country.
