published: two new ''CEPEJ Studies''
The CEPEJ has published (in French and English language) two new studies
adopted recently on ''Time management of justice systems: a Northern Europe
study'' and on ''Length of court proceedings in the member states of the
Council of Europe based on the case-law of the European Court of Human
Rights''. To book these publications, please send us an e-mail by specifying
the language and the number of specimens wished (within the limit of stocks

9th plenary meeting of the CEPEJ
13-14 June 2007, Strasbourg
During this meeting, the CEPEJ examined the impact of the Council of
Europe Recommendations on mediation. The continuation of the evaluation
process and of the work on timeframes of judicial proceedings wer also discussed.

Octopus Interface Conference 2007: Cooperation against cybercrime
11-12 June 2007, Palais de l’Europe, Strasbourg, France
More than 140 cybercrime experts from some 55 countries, international
organisations and the private sector met at the Council of Europe in
Strasbourg on 11 and 12 June. They called upon countries around the world to
adhere to global standards as a basis for information sharing and to further
enhance the functioning of the points of contact network. Implementation of
the Council of Europe Convention on Cybercrime by as many countries as
possible will be an important step in this direction. Public-private
partnerships are an essential cornerstone of such global cooperation. (more

Session of the Venice Commission
The European Commission for Democracy through Law (the 'Venice Commission'),
met in Venice on 1 and 2 June. The session agenda included a report on
the democratic control of security services in Council of Europe member
States and a study on video surveillance by private operators in the public
and private spheres and by public authorities in the private sphere. (more

MONACO
becomes 46th member of the Group of States against Corruption (GRECO)
On 1st July, Monaco became the 46th member State of GRECO - a direct and
automatic result of the Principality ratifying the Council of Europe’s
Criminal Law Convention on Corruption on 19 March this year. Through
its accession to GRECO, Monaco joins countries which have actively committed
themselves to fighting corruption by accepting to participate in the Group’s
mutual evaluation process. (more

becomes 45th member of the Group of States against Corruption (GRECO)
Italy has notified the Secretary General of the Council of Europe of its
intention to accede to GRECO, of which it has become the 45th member as from
30 June 2007. The composition of this enlarged partial agreement is now very
near to that of the Council of Europe, of which it counts all member States
(with the exception of Liechtenstein and San-Marino), as well as the United
States of America. This accession confirms Italy’s commitment to pursuing
its fight against corruption, a plague it had already started to tackle with
measures such as the judicial operation known as “mani pulite” (clean hands)
during the 90’s. By joining GRECO, Italy joins its forces with the other
member States to fight a form of criminality that affects notably the
democratic functioning of institutions and infringes the rule of law.

13th CCJE-GT meeting
The Working party of the Consultative Council of European Judges (CCJE-GT)
met from 25 to 27 June in Graz (Austria). The preparation of the draft
Opinion No.10 on the existence, structure and role of the High Councils of
the Judiciary was on the meeting’s agenda.

Money
laundering: Evaluation Report on Georgia
The Committee of Experts on the Evaluation of Anti-Money Laundering Measures
(Moneyval) published on 18 June the Third Round Evaluation report on
Georgia. This report analyses, among others, the implementation of
international and European standards to combat money laundering and
terrorist financing. (more

European Conference of Prosecutors
4-5 June 2007, Warsaw
The Conference, organised at the initiative of the Consultative Council of
European Prosecutors (CCPE) on the invitation of the Polish National
Training Centre for the Officials of Common Courts and Public Prosecutors’
Offices and with support of the Polish Ministry of Justice took place
in Warsaw on the theme: "International co-operation in the criminal justice
field". The results of this Conference will be examined by the CCPE which is
preparing an Opinion in 2007 on the same topic.
