Closing conference of the TJENI Project

On 18 March 2024, the Council of Europe, together with the Superior Council of Magistracy of Portugal, held the Closing conference of the "Foster Transparency of Judicial Decisions and Enhancing the National Implementation of the ECHR" (TJENI) project, funded by the EEA and Norway Grants for Regional Cooperation.

Spanning two years, the TJENI project fostered cooperation and knowledge-sharing, and individually supported project partners in the efforts to meet present and future human rights challenges raised by the digital transition in the justice system.

In his video address, Deputy Secretary General of the Council of Europe, Bjørn Berge, stressed that the Council of Europe “TJENI [project] is a very good example of how cooperation in this format can help us move forward together – and we are certainly committed to continuing with this model, including to further open-up access to justice”.

Project donors were represented by Hanne Brusletto, Ambassador of Norway to Portugal.

Besides the opportunity to exchange on the TJENI project’s results, outputs, sustainability of the action, and specific support provided to the project partners, the Closing conference has served as a forum for discussions on different subjects linked to the transparency of judicial decisions and open data in judiciary, including licensing of reuse of judicial data.

The Closing conference also served as a forum for discussion on further plans, actions and needs of the project partners, donor and the Council of Europe in line with the Reykjavik Declaration of the Heads of State and Government which acknowledged “the positive impact and opportunities created by emerging digital technologies while recognising the need to mitigate risks of negative consequences of their use on human rights, democracy and the rule of law”.

The “Foster Transparency of Judicial Decisions and Enhancing the National Implementation of the ECHR” (TJENI) project is implemented by the Council of Europe and funded by the EEA and Norway Grants Fund for Regional Cooperation.
