At the start of the meeting, the Chair expressed the Committee of Minister’s condolences and solidarity after the terrorist attack in Manchester on 23 May and the Ministers' Deputies observed a minute’s silence in memory of the victims.
The Deputies took several decisions on the follow-up to be given to the 127th Session of the Committee of Ministers, which took place in Nicosia on 19 May, notably concerning the implementation of the revised Guidelines on the protection of victims of terrorist acts and the Council of Europe Action Plan on protecting refugee and migrant children in Europe.
They also adopted a recommendation of the Committee of Ministers to member States on youth work (see the Explanatory Memorandum for more information).
Finally, the Deputies held exchanges of views with:
- Mr Nils Muižnieks, Council of Europe Commissioner for Human Rights, following the presentation of his annual activity report for 2016 and 1st quarterly activity report 2017;
- Mr Marin Mrčela, President of the Group of States against Corruption (GRECO), following his presentation of GRECO's 17th general activity report (2016).
