CultureWatchEurope 2010 Conference Reader

The conference reader on "Culture and the Policies of Change" is now available on the website of the Council of Europe. Steve Green (EUNIC) volunteered to write up the final report covering the broad range of issues dealt with by the event. Also included are detailed outcomes of the discussions of the nine thematic work groups that met in the framework of the conference. A new impetus for the Council of Europe Cultural Routes

The Council of Europe Cultural Routes initiative has been given a new impetus by the decision to create an Enlarged Partial Agreement. The Agreement will allow Council of Europe member states, as well as other interested countries, to join efforts in developing thematic trans-national cultural routes as tools for cultural co-operation, quality tourism and regional development. The new structure will increase the resources available for the setting up and promotion of cultural routes and thus enhance their visibility and their social, cultural and economic impact. (more...) Award Ceremony for the prizewinners of the XVth International Heritage Photographic Experience "Landscape and Heritage" (IHPE)

The Award Ceremony for the prizewinners of the XVth International Heritage Photographic Experience "Landscape and Heritage" took place on 6 December 2010 in the Council of Europe (Room 9). Young people from 60 countries from four continents took part to this edition of the IHPE. The photographs were exhibited from 6 December 2010 to 7 January 2011 in the Foyer of the Committee of Ministers of the Council of Europe. [06/12/2010]

Council of Europe Cultural Events Label – call for 2011 candidates

The label is awarded annually to a small number of exceptional and innovative cultural projects organised in Europe which convey a strong message relevant to the Council of Europe’s work and critical issues of European societies. The deadline for entries is the 30 June 2011. (more...) [11/10/2010]

The "Cultural Event" label awarded to the 2nd Roma Pavilion at the Venice Biennial in 2011

The Council of Europe "Cultural Event" label has been awarded to the 2nd Roma Pavilion (the 1st was organised in 2007) which will be organised at the Venice Biennial from 4 June to 27 November 2011. It will consist in an exhibition of about 15 Roma artists and of a platform "Call the Witness" on which artists, politicians and the general public of the Biennale will deliver testimonies on injustices against the Romas. These testimonies will be screened on different monitors in Venice and will be archived on a website. [08/12/2010]

"Cultural Routes" award to the European Route of Cistercian abbeys

The ceremony of the "Council of Europe Cultural Routes" award to the European Route of Cistercian abbeys took place on 10 December 2010 at the Escaladieu Abbey (France). The Escaladieu Abbey will ensure the global animation of the actions programme and the coordination of the Cultural Route in relation with the Council of Europe and the activities of the European Charter of Cistercian Abbeys and Sites. 30th meeting of the Standing Committee of the Bern Convention

The 30th meeting of the Standing Committee of the Convention on the Conservation of European Wildlife and Natural Habitats (the Bern Convention) took place in Strasbourg from 6-9 December 2010. Over 100 participants were expected at this year’s meeting to discuss issues such as climate change, invasive alien species, protected areas, recreational fishing and biodiversity, among others. Contribution to the Florence Euromeeting

The Council of Europe coordinating team for "The Study on European Cultural Routes impact on SMEs innovation and competitiveness" (EC/CoE) contributed to the work of 7th edition of Euromeeting in Florence (Italy) on December 9 and 10 this year. The European Route of Historical Thermal Towns becomes reality

The Council of Europe has awarded the "European Route of Historical Thermal Towns" by adding it to its Cultural Route's programme. The ceremony took place on 25 November 2010 in Vichy in the framework of the "Journées d'Automne du Thermalisme". 4th Ordinary Session of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions

This 4th Session takes place from 29 November to 3 December 2010 in Paris at Unesco Headquarters and will deal with the development of operational guidelines for Articles 9 and 19 of the Diversity Convention, devoted to information sharing, transparency, exchange, analysis and dissemination of information. The Council of Europe, being an Observer, will participate to highlight the relevance of the Organisation's information instruments (Compendium, HEREIN, European Audiovisual Observatory). The current development of information systems in other world regions inspired by the Council of Europe/ERICarts’ Compendium model is pertinent in the context of monitoring. [29/11/2010]

Ukrainian cities and partner cities from Europe participated to this meeting in order to formulate intercultural city strategy and to develop the collaboration between cities of Ukraine and Europe. Job announcement for the Ljubljana Process II

The Regional Cooperation Council, and more specifically its Task Force on Culture and Society, is currently setting up a Secretariat to be based in Cetinje (Montenegro) for implementing the "Ljubljana Process II: Rehabilitating our Common Heritage". Three full time positions are being advertised: Head of the Secretariat, Project Manager and Administrator (www.rcc.int, "Employment"). The Secretariat should be operational by the beginning of 2011 and will be responsible for the project until its completion in 2013. New publication available in French "Financement du Patrimoine architectural: politiques et pratiques" (Funding the architectural heritage: a guide to policies and examples)

1st Meeting on the Study on European Cultural Routes Impact SMEs Innovation and Competitiveness

The first meeting on the Study on European Cultural Routes Impact on Small and Medium Enterprises (SMEs) Innovation and Competitiveness – jointly launched by the EU and the Council of Europe – took place in Strasbourg on 8 November 2010. The purpose of this meeting was to gather the best expertise available within Cultural Routes, in academia and among practitioners. The participants engaged in a constructive discussion of the approaches to be taken in the analysis of the Cultural Routes potential for promoting sustainable tourism in Europe and for ensuring a favourable environment for innovation and further development of tourist SMEs. Compendium: Development of a new system for Asia

Compendium, the Council of Europe’s/ERICarts cultural policy information and monitoring system, has inspired the creation of similar systems and country profiles in other world regions (Australia, New Zealand and Arab countries). An Asian system is imminent and was discussed in the framework of a Asia-Pacific Consultation Meeting on 15 October in Seoul, hosted by the Korean National Commission for Unesco. The Council of Europe offers support through knowledge transfer on methodology issues. The practicalities of the new regional systems will be overseen by the International Federation of Arts Councils and Culture Agencies (IFACCA), and linked to the European data-base. [16/10/2010]

 

Putting Roma Culture on the Map

A conference entitled "Visibility and Recognition of Roma Culture: Putting Roma Culture on the Map" was held in Strasbourg on 7 October 2010 and marked the official launch of the "Roma Routes" project. Heritage partners and Roma representatives from the United Kingdom, Germany, Greece, Romania and Slovenia, explained plans to explore, celebrate and develop best practice in making Roma culture visible across Europe. 3rd European Heritage Forum

The 3rd European Heritage Forum organised in Istanbul (Turkey) on 1-2 October 2010, constituted the closing event of the 25th anniversary of the European Heritage Days involving 50 European countries. The theme of this Forum "Cultural Heritage, Participation, Prosperity" contributed to the European Year for Combating Poverty and Social Exclusion from culture and heritage angle. [04/10/2010]

Social value of cultural heritage in Europe

A Ministerial Conference took place in Skopje from 24-25 September 2010 to discuss the social value of cultural heritage in Europe. In the year marking the 25th anniversary of the European Convention for the Protection of the Architectural Heritage (Granada Convention, 1985) and the planned entry into force of the Framework Convention on the Value of Cultural Heritage for Society (Faro, 2005), "the former Yugoslav Republic of Macedonia" is organising this conference as part of its 6-month Chairmanship of the Council of Europe’s Committee of Ministers. 1st meeting of correspondents of the multilingual heritage thesaurus

On the invitation of the Greek authorities, the meeting held in Athens, Greece, on 27 and 28 September 2010 was the first meeting of correspondents of the multilingual heritage thesaurus (HEREIN thesaurus). The objectives of the meeting were: to work on content and thereby improve the reference version; to learn how to use the new on-line publishing tool; to define and adopt a common working method; to prepare for publication of the thesaurus; to communicate and draw attention to the multilingual heritage thesaurus (HEREIN thesaurus) in each state and at European and international level. The Italian Network of Intercultural Cities

On September 21, the municipality of Reggio Emilia with the support of the Intercultural cities programme of the Council of Europe and the European Commission hosted the second meeting of the Italian intercultural cities. Nine aldermen for integration policies representing the Italian cities of Genova, Torino, Savignano sul Rubicone, Fermo, Pompei, Lodi, Senigallia, Bari, Campi Bisenzio and Reggio Emilia, took part in the meeting. European history, identity and heritage, narrated through trans-border thematic itineraries are the recurring topics of this event, which took place on 27 September in Brussels, and was supported by the Vice-President of the European Commission, Antonio Tajani. New website for the Creating Capacity in sustainable tourism training programme

The training of trainers programme will develop skills and knowledge for the development of a sustainable alternative tourism. This tourism could stimulate the competitiveness of European tourism while at the same time ensuring cultural, social and ecological sustainability. The training programme will empower local participants to participate actively in this process. The programme is the product of joint cooperation between the Council of Europe, the Association of Culture and Tourism Exchange, the Central European Initiative and the Austrian Development Cooperation. [15/09/2010]

International Conference on "Culture and the policies of change"

The conference, which was organised by the Council of Europe in co-operation with the European Commission and other organisations involved in European cultural affairs, took place in Brussels on 6-7 September. The conference took stock of the direct impact of the financial crisis on the cultural sector, that is, the significant cuts to cultural budgets and institutions in 2011 and beyond. The key-note speaker, Jeremy Rifkin, Founder and President of Economic Trends Foundation, gave a presentation at the opening of the conference. [09/09/2010]

2nd Meeting of the Group of Experts on Protected Areas and Ecological Networks

The Group of Experts on Protected Areas and Ecological Networks met in Strasbourg for the second time from 14 to 15 September 2010. This two-day meeting contributed to state the progress towards the setting-up of the Emerald Network. Seminar on the Value of Cultural Heritage for Society

A Seminar on the Council of Europe Framework Convention on the value of Cultural Heritage for Society (the Faro Convention) was held in Yasnaya Polyana (Russian Federation) on 13-14 September. The Seminar, hosted by the Ministry of Culture of Russia and the Yasnaya Polyana Museum, brought together academics and high-level experts to discuss the contribution of cultural heritage to the progress of society as highlighted in the Convention. It also presented related case-studies in member states and explained how the Council’s Herein tool will enable follow-up of this and other Council of Europe conventions in the field of cultural heritage. Serbia 9th state to ratify the Faro Convention 

On 27 July 2010 Serbia ratified the Council of Europe Framework Convention on the Value of Cultural Heritage for Society. The Convention, also known as the Faro Convention, will enter into force upon deposit of ten ratifications. The Convention focuses on people rather than objects. It addresses the meanings of heritage, its interpretation and the ethics of its use for the benefit of society as a whole. The Secretariat of the Bern Convention has the pleasure to announce a photo exhibition

The Secretariat of the Bern Convention (Convention on the Conservation of European Wildlife and Natural Habitats) is pleased to inform you of a photo exhibition to mark the 2010 International Year of Biodiversity. The photos are displayed in the hall of the Art Gallery (in the Palais de l’Europe, Strasbourg) from Friday 30 July to Friday 27 August 2010. The exhibition will then be used to spotlight other major biodiversity-related events held at the Council of Europe.

First festival of living culture in the context of the Roma Route

The Association "An Fraida Maro Dji" (Free in the Heart) has organised the first festival of living Gypsy culture, which was attended by some 350 visitors, from 23 to 24 July 2010 in Montricoux (South-West-France). The Association participates in the Route of Roma Culture and Heritage and works towards strategies, policies and good practices for social protection and social inclusion of Roma. Culture will be the vector through which economic activities will be developed; music, dance, theater and visual arts are specific artistic expressions of the Roma culture and could be the mainstreaming activities. The festival was attended by a representative of the Council of Europe, government officials, presidents and representatives of the French Union of Gypsies Associations including several representatives at the European Forum for Roma and Travellers, who work regularly with the Council of Europe, as well as artists, craftspeople, photographers and journalists. Intercultural cities and human mobility Forum

Mexico City is committed to developing a solid policy of interculturality and human mobility. This policy will emerge from consultation a with relevant public institutions and the civil society, with the support of the Legislative Assembly and the network of Intercultural Cities of the Council of Europe/European Commission. The Intercultural cities and human mobility Forum, is held on 30 August - 1 September in Mexico, reviews experiences in Europe and Mexico in the field of intercultural diversity management. First conference on Cultural Policies in the Arab Region

The first conference on Cultural Policies in the Arab Region was held in Beirut on 7-8 June as part of a project to survey and develop cultural policies in the Arab Region. Surveys of 8 countries were presented and modelled on the Council of Europe's Compendium system: Lebanon, Syria, Jordan, Palestine, Egypt, Algeria, Tunisia, Morocco. The conference was organised by Al Mawred Al Thaqafy (Culture Resource) with the support of the European Cultural Foundation, Doen Foundation and the British Council. Robert Palmer gave a keynote presentation sharing Council of Europe's experience, and focusing on issues related to cultural rights and cultural governance. Destruction of Kosovo’s* cultural heritage

The Council of Europe is deeply concerned about the recent developments regarding the treatment of cultural heritage in . On Monday 17 May, the Hatunije mosque was completely demolished. This mosque was identified as a historical monument of Old Pristina, as part of the pre-inventory carried out by the Council of Europe in 2000, with the support of the European Commission. Further initiatives, taken by competent authorities to compile an inventory for heritage in Kosovo, also included the mosque. (more...) [28/05/2010]

Reggio Emilia hosted Italian Intercultural Cities Network on 22 May

Taking stock by the Council of Europe model of the European Network of Intercultural cities, the Municipality of Reggio Emilia invited 10 Italian towns (Torino, Genova, Firenze, Bari, Padova, Lodi, Viareggio, Fermo, Senigallia, Savignano sul Rubicone), in order to create a national network of Intercultural Cities. The publication "Making culture accessible" is now available!

This publication presents a general overview of existing legal and policy frameworks in Europe, covering access to and participation in cultural life, cultural provision and cultural rights. The official launch of this study will be held during the plenary Session of the Steering Committee for Culture on 6 May in Strasbourg. Annamari Laaksonen, author of the publication and Project Coordinator of Interarts (Barcelona), and Muriel Marland-Militello, PACE Rapporteur on the right of everyone to take part in cultural life, will attend a second launch event on 10 May in Istanbul during the Committee on Culture, Science and Education of the Parliamentary Assembly of the Council of Europe (PACE). Promotion of Cultural Diversity in Kosovo*

In the framework of the Joint Programme "EU/CoE Support to the Promotion of Cultural Diversity in Kosovo*", two promotional events were organised in Pristina and Pejë/Peć on 26 and 27 April 2010. Representatives from beneficiary institutions, stakeholders, embassies, international organisations and NGOs gathered together at events to increase the visibility of the project’s aims, implementation methodology and expected results, and to highlight the commitment of the Council of Europe and the European Commission Liaison Office in Pristina. Montenegro: support for the Regional Programme for Cultural and Natural Heritage in South East Europe

The Council of Ministers of Culture of South East Europe met in Cetinje (Montenegro) on 24 April 2010, in the framework of the Montenegrin Presidency of the Council. On this occasion, the Cetinje Declaration and a Ministerial Statement were adopted strengthening support for the Regional Programme for Cultural and Natural Heritage in South East Europe and endorsing the Ljubljana Process II for the continuation of cultural heritage rehabilitation after 2010, under the auspices of the Regional Cooperation Council and with the support of the European Commission. Pilgrims show solidarity to the Earth and Mankind

150 people participated on 28 April at the Council of Europe to mark the symbolic departure of the great European relay walk, Europa Compostela 2010, which will lead them to Santiago De Compostela next 18 September. Their motto is "Pilgrims show solidarity to the Earth and Mankind". They dedicate their journey to the preservation of cultural heritage, the environment and human dignity, also falling in line with the values of the Council of Europe. In 1987, the Santiago De Compostela Route was the first Cultural Route to bring to life again one of the oldest European pilgrim routes overcoming distances, frontiers and misunderstandings. Signature of a joint declaration on protection of Biodiversity

On the European Biodiversity Day organised in Strasbourg (28 April 2010), the Presidents of the Parliamentary Assembly, the Congress of Local and Regional Authorities and the Conference of INGOs of the Council of Europe signed Declaration "Working together for biodiversity, protection of natural areas and the fight against climate change". The publication "Culture and development 20 years after the fall of communism" is now available!

This publication summarises the debates of the Conference which that was held in Krakow (Poland) from 4 to 6 June 2009 on the role, the practice and the development of culture in central and eastern Europe, twenty years after the fall of communism. This event, which was organised in the framework of the CultureWatchEurope (CWE) conferences series, brought together fifty European experts invited by the International Cultural Centre and the Council of Europe. In its Spring 2010 issue, LCN News has dedicated an article written by Graham Fairclough of English Heritage, to the Council of Europe Framework Convention on the Value of Cultural Heritage for Society (known as the Faro Convention). This Convention, which focuses less on heritage conservation itself and more on the contribution heritage can make to the progress of European society, is firmly rooted in the Council of Europe’s values and commitment to human rights, democracy and rule of law. This Convention offers a fresh approach to the value of the cultural heritage for our society. It has been ratified by 8 member states and requires two additional ratifications for its entry into force. [13/04/2010]

Civic Solidarity Award

The Prix du Partage Citoyen (Civic Solidarity Award), supported by the Council of Europe and the Institute of Cultural Routes, is the result of a reflection on the concept of solidarity in civil society. It aims at awarding initiatives or concrete actions of civic solidarity and initiatives aiming to develop new types of society. Forum on the Council of Europe Cultural Routes

A Forum on the Council of Europe Cultural Routes was held in Delphi (Greece) on 17-18 April 2010. The Forum was co-organised by the Ministry of Culture of Greece and the European Institute of Cultural Routes in Luxembourg with the collaboration of the Council of Europe. It focused on Cultural Routes as a tool for intercultural dialogue, cultural tourism and sustainable development and European integration. [19/04/2010]

2nd Festival of Roma Culture in Slovenia

The 2nd Festival of Roma Culture "Romano Chon" has started on 7 April in Slovenia. Four towns welcome the festival: Ljubljana, Maribor, Murska Sobota and Novo Mesto. Last year, exhibitions, lectures, music, dance, theatre, puppet shows and work-shops, films, poetry, language and circus work-shops attracted more then two thousand visitors. [08/04/2010]

Opening of the IRPP/SAAH exhibition in Sarajevo

The ceremonial opening of the IRPP/SAAH exhibition took place on 17 March 2010 in the City Hall (National and University Library) in Sarajevo. The exhibition presents the heritage properties and sites in South East Europe that have been identified by the Council of Europe as priorities for rehabilitation and as heritage of importance for the construction of a European identity based on unity and respect for diversity. Intercultural cities network: Oslo invites

On the 11-12 March 2010 the city of Oslo invited the intercultural cities network to a study visit in the Norwegian capital. Study visits are one of the main axes for the learning network to facilitate exchange on specific topics associated with urban interculturality on the spot. Cultural Policy Reviews

The Ukrainian Ministry of Culture and Tourism is finalising a report on the follow-up given to the Cultural Policy Review of 2007, and the implementation of the recommendations made by the independent experts group. The report was presented at the Plenary Session of the Steering Committee for Culture, 6-7 May 2010. In preparing its Draft Cultural Policy 2010, the Malta Council for Culture and the Arts is requesting technical assistance by the Council of Europe before launching the document for public consultation. Montenegro and Georgia join the Bern Convention

On 1 February and 1 March 2010, respectively, Montenegro and Georgia become full Contracting Parties to the Convention on the Conservation of European Wildlife and Natural Habitats (Bern, 1979). With these last two ratifications, the Bern Convention reaches 50 Contracting Parties, including the EU and its 27 countries, 18 other European states, and four African countries. We warmly welcome the participation of Georgia and Montenegro in the activities of the Bern Convention, which last year celebrated its 30th anniversary. [03/02/2010]

 

Ratification of the Granada Convention by Azerbaijan

On 15 February 2010, Azerbaijan ratified the Convention for the Protection of the Architectural Heritage of Europe (Granada Convention). This Convention will enter into force in the country on the 1st of June 2010. So far, 40 member states of the Council of Europe ratified the Granada Convention. [16/02/2010]

Intercultural Cities Programme in Oslo

The second expert visit to Oslo, one of the eleven pilot cities of the Intercultural Cities programme, took place from 4-5 February 2010. The outcome of this meeting was a critical evaluation of the progress Oslo has made since the start of the Intercultural Cities programme. The main focus of the two-day meeting was Oslo’s educational system, policies regarding the diverse population, the role and possibilities of entrepreneurship, inter-religious action and cooperation as well as neighbourhood developments. Council of Europe strengthens ties with largest global environmental network

The Council of Europe signed on 27 January a Memorandum of Co-operation (MoC) with the International Union for Conservation of Nature and Natural Resources (IUCN), the largest professional conservation network, founded in 1948 as the first global environmental organisation. "Post-2010 Biodiversity Vision and Target" Conference

In the framework of the Spanish Presidency of the European Union and the Swiss Presidency of the Committee of Ministers of the Council of Europe, a Conference under the title "Post-2010 Biodiversity Vision and Target: the role of protected areas and ecological networks in Europe" was held in Madrid from 26 to 27 January 2010. The aim of the Conference was to make a critical analysis and assessment of the achievement s of the biodiversity targets set in 2002 for 2010 and define new targets in this field for the coming years.
