87th Plenary meeting of the PC-OC, Council of Europe’s Committee on international co-operation in criminal matters

The Committee of Experts on the Operation of the European Conventions on Cooperation in Criminal Matters (PC-OC) held its 87th meeting from the 13th to the 15th of May 2025 in Strasbourg.

The main items on the agenda included the issue of confidentiality in MLA proceedings, the hearing of victims by videoconference, the relationship between asylum and extradition proceedings, the application of the Convention on the Transfer of Sentenced Persons, the supervision of conditionally sentenced or released offenders, and international co-operation in the context of core international crimes . The PC-OC held extensive discussions based on concrete experiences relating to judicial co-operation raised by its members and discussed practical solutions to common problems.

The PC-OC also held an exchange with Mr Cornel-Virgiliu Călinescu, the President of the Committee of Experts on Criminal Asset Recovery (PC-RAC), on the draft Additional Protocol being prepared by the PC-RAC, as well as with a delegation from Namibia on issues of mutual interest relating to international cooperation in criminal matters, and decided to prepare an opinion on Kyrgyzstan’s possible accession to the European Convention on Mutual Assistance in Criminal Matters.

The need to strengthen the links between the standard-setting work and expertise of Council of Europe intergovernmental expert committees such as the PC-OC, and their contribution to operational cooperation projects, in alignment with the global outreach of the Council of Europe Conventions in the field of international cooperation in criminal matters, was also stressed.

The PC-OC is one of the permanent sub-committees of the Council of Europe Committee on Crime Problems (CDPC).
