The Council of Europe Division on Migration and Refugees (DMR) has released a report following its mission to Czechia in April 2026. Czechia currently hosts the highest per capita number of war-displaced Ukrainians in Europe. The report analyses key initiatives undertaken to support the reception and integration of Ukrainians, commending Czechia’s prompt response in meeting essential needs such as access to employment, education, and healthcare. Notably, the establishment of agile one-stop registration centres (KACPUs) has been instrumental in efficiently coordinating these efforts.
The report also spotlights the newly established Ukrainian Consultation and Community Centre (UCCC) in Prague, which has played a pivotal role in delivering practical assistance, legal support, and information to displaced Ukrainians. The Centre has leveraged the pre-existing Ukrainian diaspora to enhance outreach and community-building initiatives.
Further, the analysis highlights Czechia’s robust integration policies, including the provision of language courses, high enrolment rates of Ukrainian children in Czech schools, and strong participation in the labour market. Nonetheless, challenges remain, particularly regarding the recognition of foreign qualifications and risks of labour exploitation among vulnerable groups. Special attention was given to the "Lex Ukraine VII" legislation, which allows Ukrainian refugees to apply for a special long-term residence permit - an important step towards securing sustainable legal status as temporary protection measures are phased out.
Lastly, the report underscores the importance of sustained cooperation with the Council of Europe, especially through active engagement in the European Qualification Passport for Refugees (EQPR) and participation in the Council of Europe’s Intercultural Cities (ICC) Programme.
