On 23 October, the Council of Europe Division on Migration and Refugees (DMR) organised a webinar on ensuring a human rights compliant end to refugeehood through integration, naturalisation or voluntary repatriation, drawing on the recently published thematic paper covering this topic.
The webinar brought together a large number of participants and a panel of expert speakers from Oxford University, UNHCR, the European Commission and EUAA.
The first part of the webinar discussed questions related to human rights protection in the context of the cessation of refugee status, including legal safeguards against refoulement and collective expulsion. The second part focused on durable solutions and procedural safeguards relating to a secure status for refugees notably through integration and possible naturalization, in line with the 1951/1967 Refugee Convention and the EU Refugee Qualification Regulation. Discussions also tackled the European states’ policies and practices concerning war-displaced Ukrainians with temporary protection and their possible transition into other secure immigration statuses.
