Survey on the participation of NGOs in the Council of Europe

On the occasion of the World NGO day, 27 February, and in view of the preparation of the Council of Europe Committee of Ministers’ Warsaw Conference on the role and position of NGOs at the Council of Europe on 22 March 2019, the Council of Europe Conference of INGOs is conducting a survey on the participation of NGOs in the Council of Europe.

The survey questionnaire targets NGOs who have been working with the Council of Europe for at least two years. It will gather NGOs’ perceptions about how and to what extent the Council of Europe (CoE) enables their participation in its Organisation and its work. The aim of this exercise is to draw on how NGOs working with the Council of Europe view the space it gives them to participate in its work in order to identify any institutional and organisational constraints that may work against meaningful participation and cooperation in the ways envisaged in international standards on civil participation, such as the Council of Europe Guidelines for civil participation in political decision making.

The results of the survey will be used to identify recommendations on how to strengthen the space of NGOs within the Council of Europe.
