Tackling racism and intolerance in the area of health care

The factsheet on tackling racism and intolerance in the area of health care outlines key recommendations made by ECRI on this matter as they appear in country reports from the fourth, fifth, and sixth monitoring cycles. ECRI has recommended that appropriate research be conducted in this field, preventive action be taken and accountability in case of abuse be ensured. Through its country monitoring action, it has also highlighted that Roma, notably women and girls, migrants, Black persons and people of African descent, as well as members of LGBTI communities, are at particular risk of being exposed to racism, discrimination and intolerance in the enjoyment of their right to health.

The Factsheet on preventing and combating racism and intolerance in and through education outlines ECRI’s key recommendations on this topic from the fifth and sixth monitoring cycles over the last 10 years. Following the adoption of General Policy Recommendation No. 10, ECRI paid special attention to education policies and efforts within the framework of its country monitoring work, with a particular emphasis being placed on inclusive education. In addition, in recent general policy recommendations, education issues feature prominently, including in ECRI’s revised General Policy Recommendation No. 5 on preventing and combating anti-Muslim racism and discrimination, revised General Policy Recommendation No. 9 on preventing and combating Antisemitism, and General Policy Recommendation No. 17 on preventing and combating intolerance and discrimination against LGBTI persons.

The Factsheet on Integration and Inclusion of Migrants outlines ECRI's key recommendations to Council of Europe member states made in its fifth- and sixth-cycle country reports since 2012 on fostering integration and inclusion of migrants. Emphasising the pivotal role of integration and inclusion in building equitable, diverse and inclusive societies in Europe, ECRI calls on governments to actively promote the inclusion of migrants and combat any discrimination against them. Additionally, ECRI advocates for balanced narratives around migration, urging political and other public discourse to highlight the opportunities and resources migrants can contribute, especially during crises.

The Factsheet on Policing provides an overview of the recommendations made by ECRI in its fourth, fifth and sixth-cycle country reports since 2008. These recommendations aim to ensure effective protection of the members of groups exposed to racism and intolerance from police abuse, to establish trust between the law enforcement agencies and groups of concern to ECRI, as well as to ensure better police accountability. This factsheet is meant to be a tool supplementing ECRI’s General Policy Recommendation No. 11 on combating racism and racial discrimination in policing and ECRI’s statement on racist police abuse, including racial profiling and systemic racism.

The Factsheet on Roma and Travellers aims to present ECRI’s key recommendations on preventing and combating antigypsyism and discrimination against Roma and Travellers, as reflected in particular in ECRI’s country reports adopted and made public in the context of the fifth and sixth monitoring cycles during the period ranging from 2013 to 2023. It is meant to be a tool supplementing ECRI’s General Policy Recommendation No. 13 on combating antigypsyism and discrimination against Roma and other general policy recommendations relevant for this topic by providing an overview of the most recent recommendations made by ECRI as a result of its country monitoring activities and its observation of the main trends across Europe in recent years.

LGBTI issues

The Factsheet on LGBTI issues summarises recommendations made by ECRI to safeguard and protect LGBTI persons’ rights as a result of ECRI’s monitoring visits to Council of Europe member states from 2013 to 2021. The Secretariat of ECRI prepared the Factsheet in close consultation with the ECRI Task Force on LGBTI issues and aims to present ECRI key standards on issues of sexual orientation, gender identity and sex characteristics, as reflected in the recommendations contained in ECRI country reports. The Factsheet includes sections on the Legal framework, Data collection, research and policy framework, Prevention, Protection, Responsibilities of public and other authorities and institutions, Investigation, prosecution and procedural law measures and Equality bodies. This factsheet is a tool supplementing ECRI’s General Policy Recommendation No. 17 on preventing and combating intolerance and discrimination against LGBTI persons.
