On 15-16 September 2026, following Hungary’s ratification of the Second Additional Protocol (2AP) to the Convention on Cybercrime (Budapest Convention) in February this year, the CyberSPEX project, a joint initiative of the European Commission and the Council of Europe, organised a dedicated training for the General Prosecutor’s Office and competent authorities assigned on the basis of the Protocol. The event brought together 88 practitioners from the General Prosecutor’s Office, Regional Prosecutor’s Offices, other designated Hungarian authorities, to strengthen operational understanding of the Protocol’s new international co-operation avenues .
Serving as a pilot for the Model 2AP training course developed under the CyberSPEX project, this training aimed at facilitating a smooth implementation process and set a standard for future courses that can be used in all Parties of the Protocol. The event was preceded by a systematic online introductory course on the operational provisions of the Second Additional Protocol, delivered via CYBOX. The activity focused on the establishment and training of the authorities to be declared under key articles: Art. 6.6, 7.5, 8.10, 14.7.c, and 14.10.b of the Second Additional Protocol. The central part of the agenda consisted of engaging participants in the table-top exercises for direct co-operation mechanisms and emergency procedures.
Discussions highlighted the challenges of aligning the national practice with the Protocol and the broader EU legal framework, as well as the importance of building a sustainable approach to ongoing practitioner training and co-operation.
This activity not only supported Hungary in fulfilling its obligations as a new party to the Second Additional Protocol but also serves as a practical model for future capacity building activities.
