Moratorium on construction in protected (buffer) zone of the UNESCO World Heritage objects

 UKRAINE - Kyiv, Chernivtsi, Lviv and also villages in Zakarpatska dstr, Ivano-Frankivsk dstr and Lviv dstr

Brief description of the initiative:

According to the legislation of Ukraine, planning and construction of the city should be in accordance with the master plan, detailed plans for areas and other planning documentation. Today, there are many problems within the areas of protected (buffer) zones of the World Heritage objects. Among them: unauthorized construction, which affects the state of conservation of culture heritage , the lack of clear rules for usage area (conflicts in legal documents ,unclear definitions and specific rules of usage area regime), lack of clear investment mechanisms , and so on. In order to solve these problems we are planning to provide a moratorium on constructions in protected (buffer) zone ofthe UNESCO World Heritage objects which will be implemented on legislative level.


Objectives of the initiative:

The main objective is to prevent distortion of the traditional environment, damage and destruction of cultural heritage during construction works in protected (buffer) zones of World Heritage objects.


Brief assessment of the initiative’s results:

This initiative is still in the process of developing, but when it will be launched we are planning to reach such results:

  • preservation, proper maintenance and efficient use of culture heritage, including World Heritage objects;
  • harmonisation of public relations in the sphere of cultural heritage and economic activity, facilitating the decision making process related to town planning transformation of local governments and their respective structural units.
