Back Support to the electoral reform in Albania - looking at political party and election campaign funding

On 8th May 2018, the CoE/EU Horizontal Facility Action against Economic Crime in Albania (HF-AEC-AL) held a one-day workshop for members of the Ad-hoc Committee on Electoral Reform in Albania to discuss proposed changes to the Law on Political Parties and Electoral Code. In addition to the members of the Ad-Hoc Committee on Electoral Reform, the event was also attended by members of Central Election Commission, Technical Group of Experts of the Ad-Hoc Committee, representatives from civil society organisations, OSCE/ODIHR and other international partners. Participants exchanged views on revision of rules regulating state subsidies and assistance, donations from private sources, expenditure and campaign activities, record-keeping and disclosure, misuse of public resources, election campaign monitoring, independent audit, and other issues. Conclusions from the workshop will assist the Ad-hoc Committee in tailoring reforms pursuant to well established electoral standards and good practices. In the forthcoming period, HF-AEC-AL will support the work of the Ad-hoc Committee to address concerns regarding use of state resources for election campaign purposes and vote buying-selling.
