STUDY VISIT TO PARIS ON ADMINISTRATIVE JUDICIARY

A study visit within the scope of the EU-CoE Joint Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” took place on 30 November – 2 December 2021 to Paris, France. The visit aimed to provide participants with a closer insight into the current status of administrative judiciary in France. The visit contributed to improving the co-operation between the French and Turkish administrative judiciary and to further enhance the reforms in Turkey.

The delegation consisted of the Deputy of Minister of Justice, the Chief Ombud, the Secretary General of the Council of State, Directors General and judges from the Ministry of Justice and presidents of the administrative courts.

The Turkish Delegation had the opportunity to learn about the challenges and recent reforms of the administrative judiciary and the future legislative developments. The Conseil d’Etat shared information on the current state of the institution, administrative litigations, mediation in administrative judiciary, measures for execution of judgments and future plans for the administrative justice. The study visit was finalised with a visit to the Paris Administrative Court of Appeals, where the delegation had the opportunity to observe the operation of an administrative court.

The Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State is co-funded by the European Union, the Council of Europe and the Republic of Turkey, and implemented by the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project. The Central Finance and Contracts Unit is the contracting authority of this Project.
