I corsi di lingua e la valutazione delle competenze linguistiche risultano centrali per i migranti che cercano di migliorare la capacità d’uso della L2 nel Paese ospitante. La progettazione e la qualità di corsi e prove sono di fondamentale importanza, sia per i migranti stessi sia per le autorità nazionali o provinciali che stabiliscono obiettivi e spesso forniscono finanziamenti per l'offerta formativa.

Questa sezione pertanto copre tre aree interconnesse: organizzazione di corsi, test e altre forme di valutazione rivolte a migranti. Per ogni area sono disponibili diverse risorse che includono:

  • documenti di riferimento con relative analisi e linee guida;
  • case studies che descrivono approcci specifici ai corsi e alla valutazione;
  • strumenti che possono essere usati da insegnanti e dirigenti

Organizzazione dei corsi di lingua migranti adulti

Un numero crescente di Stati membri del Consiglio d'Europa richiede ai migranti adulti di raggiungere determinati livelli di competenza nella lingua del Paese ospitante prima che venga concesso loro il diritto di soggiorno di lunga durata e, oltre a questo, la cittadinanza. A sostegno di tali politiche, molti Stati forniscono o finanziano l'offerta da parte di Enti di corsi di lingua per migranti adulti che non hanno ancora raggiunto il livello di conoscenza in L2 previsto dalla legge. Tale disposizione comporta evidentemente un'attenta riflessione sui vari aspetti afferenti alla progettazione e all‘erogazione del corso, a partire dal modo in cui le esigenze individuali dei migranti adulti sono prese in considerazione nello specificare obiettivi, struttura e contenuto della formazione offerta.
 

Resources relating to needs analysis and course design:

Learning the language of the host country for professional purposes - Outline of issues and educational approaches: this paper focuses in particular on adult migrants’ need to be supported in acquiring the necessary language skills to enter the job market. It examines various approaches that have been taken to providing language training for this purpose.

Language learning, teaching and assessment and the integration of adult immigrants - The importance of needs analysis: this paper proposes a model for analysing the individual needs of migrants and proposes a task-based approach to their language training and to assessment.

European Language Portfolio (ELP) for Adult Migrants learning the language of the host country – A guide for Teachers – chapter 7: this chapter of the guide outlines how individual profiles of students entering language courses can be drawn up and how the profiles can then be drawn on in course planning.

Tailoring language provision and requirements to the needs and capacities of adult migrants: this paper discusses the language learning needs of adult migrants arising from their particular social needs and their background prior to migration.
 

Resources in the form of case studies that examine language provision for adult migrants in different contexts and from different points of view:

Responding to the language needs of adult refugees in Ireland: an alternative approach to teaching and assessment – this case studies looks at an innovative solution to the provision of language support for a diverse group of migrants and refugees in Ireland.

The role of literacy in the acculturation process of migrants  – this case study discusses the impact of low literacy and different educational backgrounds on adult migrants attending courses in France, and describes some of the difficulties students encounter and the implications of these for policy makers and providers.

Language learning in the context of migration and integration – Challenges and options for adult learners: this case study considers the situation of illiterate migrants in Austria and the approaches used to help them to acquire basic literacy in the context of their language courses

Education: Tailor-made or one-size-fits-all? A project commissioned by the Nederlandse Taalunie: this case describes a project in which techniques were successfully designed and used for drawing up individual profiles of adult migrants in the Netherlands, as well as to provide guidance and motivation in their language courses
 

La valutazione dei migranti adulti prima, durante e dopo i corsi e la valutazione dei migranti adulti nei Paesi in cui i test sono un requisito per la residenza, altri permessi o per la cittadinanza

La valutazione della conoscenza della lingua avviene per vari scopi e può assumere diverse forme:

i) Per quanto riguarda gli erogatori di corsi di lingua rivolti a migrati adulti, le principali funzioni di valutazione sono essenzialmente tre:

  • Valutazione in entrata e analisi dei bisogni prima dell‘inserimento in una classe; ciò in modo che il corso sia loro adeguato, sulla base delle competenze linguistiche pregresse die futuri partecipanti.
  • Valutazione in itinere dei progressi conseguiti durante il corso e conseguente eventuale individuazione delle difficoltà che i singoli studenti possono aver sperimentato; ciò in modo che l'insegnamento si adatti maggiormente alle esigenze e ai percorsi interlinguistici degli apprendenti. Questo tipo di valutazione può essere effettuata in una grande varietà di modi, inclusivi della valutazione continua da parte del docente, nonchè del cosiddetto peer assessment ecc.
  • Valutazione in uscita: alla fine di molti corsi, i risultati degli allievi possono essere verificati in modo che possa essere rilasciato un attestato conclusivo afferente alla frequenza con profitto. In tal caso gli Enti che utilizzano test devono assicurarsi che gli stessi siano validi e affidabili.

In aggiunta, o in alternativa rispetto ai tre punti di cui sopra, vi è l’ autovalutazione da parte degli apprendenti, che certamente può essere utile e motivante.

ii) La versione del Portfolio Europeo delle Lingue, progettato specificamente per migranti adulti e fornito di guida per gli insegnanti e liste di controllo di autovalutazione, serve proprio a questo scopo. Permette cioè agli apprendenti di valutare e registrare regolarmente i loro progressi in una qualsiasi delle lingue del loro repertorio, tra cui la lingua del Paese ospitante.

iii) In alcuni Paesi i migranti sono infine invitati a svolgere prove ufficiali per dimostrare di aver raggiunto il livello richiesto per la residenza, la cittadinanza o anche per il ricongiungimento familiare. Sempre più spesso sono chiamati a sostenere tali prove prima di lasciare il loro Paese d'origine. Vi è, naturalmente, la possibilità che queste siano sproporzionate e discriminatorie: ecco perché è assolutamente necessaria la massima attenzione per garantire che i test siano validi, equi e affidabili e che i migranti abbiano accesso a una formazione adeguata che li aiuti a prepararsi agli esami.

Resources relating to self-assessment by adult migrants of their developing language proficiency:

European Language Portfolio (ELP) - Learning the language of the host country - Adult Migrants: this version of the ELP has been created specifically with the needs and situation of adult migrants in mind to enable them to consider their existing skills in various languages, and to track and reflect on their progress in learning the language of the host country. It is generic in the sense that it is designed to be adapted to suit the needs of particular contexts.

European Language Portfolio (ELP) for Adult Migrants learning the language of the host country – A guide for Teachers : this provides teachers with detailed guidance on how to use this version of the ELP. It also contains a chapter on profiles and levels (also referred to under ‘provision of language courses’) and on how to create an ELP for low-level learners.

The ELP for adult migrants is accompanied by two documents: i) an Introduction to the ELP and ii) 'Goal-setting and self-assessment checklists'.
 

La garanzia della qualità dei corsi e dei test di lingua

L'offerta dell'educazione linguistica per migranti adulti varia in quantità, costo e scopi da Paese a Paese; lo stesso vale per i test e per le altre forme di valutazione cui i migranti sono soggetti. La formazione linguistica è di fondamentale importanza dal punto di vista dell'integrazione sociale ed economica e la quantità di sforzo e denaro che viene investita in essa è giustamente considerevole. Vi è quindi la necessità di garantire che tali servizi di apprendimento e valutazione della lingua siano pertinenti ed efficaci nel fornire i risultati desiderati e siano altresì supportati da un sistema di controllo volto a garantire che la qualità rimanga costantemente elevata e che l'opportunità di aggiornamento continuo e di miglioramento siano identificati e rispondenti. Le autorità nazionali di formazione organizzano «ispezioni» o altre forme di controllo e monitoraggio esterno a livello di scuola, ma c'è spesso un approccio meno sistematico alla garanzia della qualità proprio nell'ambito dell’educazione degli adulti (EdA). Tuttavia, la valutazione e la gestione della qualità dei corsi e dei test di lingua per gli migranti è essenziale, sia per il bene di coloro che erogano formazione e somministrano prove, sia per le autorità responsabili dell'organizzazione dell’EdA, che in molti Stati membri è interamente o parzialmente finanziata dalle tasse.

Providers of courses for adult migrants - Self-assessment Handbook is a tool in the form of an extended questionnaire designed to help managers and staff working in centres providing courses for adult migrants to look in depth at and reflect on all areas of their work with a view to assessing whether quality improvements are desirable or indeed necessary. It may also be useful for those in state authorities charged with overseeing the provision.

Quality assurance in the provision of language education and training for adult migrants – guidelines and options – this paper examines the reasons for a quality approach and the main areas which need to be considered when assessing and assuring the quality of language courses.

Relating Language Examinations to the Common European Framework of Reference for Languages: : Learning, Teaching, Assessment (CEFR) - A manual is to be found in a dedicated section of the Council of Europe’s website. It sets out procedures for linking language tests to the levels of the Common European Framework of Reference, and is accompanied by The Toolkit – the CEFR and Language Examinations, The Manual for Language Test Development and Examining, and various other documents relating to language tests.
