Strengthening National Efforts to promote non-discrimination

A workshop titled “Combating Racism and Racial Discrimination” was held on 3 March in Baku. It brought together 20 representatives (10 men and 10 women) from the Ministry of Justice of the Republic of Azerbaijan, including members of the Academy of Justice, the Legal Council of the Republic of Azerbaijan, and the Ombudsperson’s Office. The participants discussed the European Commission against Racism and Intolerance (ECRI) General Policy Recommendation No. 7 and other related recommendations.

Presentations focused on the provisions of the General Policy Recommendation (GPR) and the extent to which national legislation aligns with ECRI’s requirements, particularly in Azerbaijan. The discussions also addressed ECRI’s role and monitoring process, the responsibilities of different actors in combating racism and intolerance, and opportunities for interinstitutional coordination to facilitate collaborative work.

The workshop further included discussions on judicial practices in anti-discrimination cases, covering areas such as employment, migration, access to justice, and other fields. Additionally, an online anti-racism course developed by the Council of Europe was presented. The course can be translated into Azerbaijani if requested.

Overall, the event played an important role in promoting coordination and dialogue among various actors involved in combating racism and racial discrimination.


This event was organised within the framework of the Project  “Promoting Equality in Azerbaijan”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their “Partnership for Good Governance III (2023-2027)”.
