New EEA and Norway Grants’ Initiative on hate speech and hate crime presented at the CDADI plenary meeting

On 19 November the Mission-Driven Initiative to enhance responses to hate speech and hate crime was presented to the representatives of national authorities of the 15 Beneficiary and 3 Donor States of the EEA and Norway Grants.

The hybrid meeting welcomed members of the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI), representatives of national ministries and the Permanent Representations to the Council of Europe.

The representatives discussed how practitioners and specialists on hate speech and hate crime in member states can be supported through the Mission-Driven Initiative. The development of a manual on criminalised hate speech and training programmes on online hate speech, hate crime and use of counter and alternative speech was also explored as part of the deliverables of this Mission-Driven Initiative.  The representatives noted the common challenges across Beneficiary and Donor States and the potential of the Initiative to aligned with the aims of the Council of Europe’s New Democratic Pact for Europe.

This was the first meeting with the members of the CDADI of the 15 Beneficiary and 3 Donor States of the EEA and Norway Grants organised through this Initiative. Regular meetings are planned with key stakeholders throughout the 5-year Initiative to facilitate exchange on current and emerging challenges and peer to peer learning.

The Mission-Driven Initiative’s overall objective is to enhance the understanding and implementation of Council of Europe standards on anti-discrimination to counter hate speech and hate crime, including the human rights of LGBTI persons and Roma and Travellers.
