Inclusion et anti-discrimination

A two-day workshop entitled “Workshop on Artificial Intelligence and Human Rights: The Role of Ombudspersons’ Institutions” was held on 23–24 February 2026 in Baku, bringing together representatives of the Ombudsperson’s Office of the Republic of Azerbaijan, national stakeholders and international experts to discuss the human rights and equality implications of artificial intelligence (AI).

Opening remarks highlighted the importance of continued cooperation and the growing relevance of addressing AI-related discrimination and human rights challenges. Speakers underlined the increasing use of AI in public administration and service delivery, while stressing the need to ensure that AI systems are developed and used in full compliance with human rights, equality and non-discrimination standards.

Discussion covered key issues, including definitions and technical classifications of artificial intelligence and their impact on human rights, the European legal and policy framework on AI, equality and non-discrimination, risks and opportunities related to algorithmic decision-making and potential bias,  and the use of AI in public services including justice, welfare, health, education and migration. Participants also explored comparative perspectives on AI regulation, including equality-related practices in Türkiye.

Interactive case studies enabled participants to examine practical scenarios involving algorithmic discrimination and human rights risks. Discussions focused on the role of Ombudspersons’ Institutions in monitoring AI systems, raising awareness, accessing relevant information and data, and assisting victims of AI-driven discrimination.

The workshop concluded with closing remarks, reaffirming the importance of continued capacity-building and cooperation to support responsible, transparent and rights-based AI governance. Participants also emphasised the value of exchanging experiences and good practices and the key role of Ombudspersons’ Institutions in safeguarding human rights in the digital age.
