Human Resources Management & Recruitment: Capacity building for the Lithuanian local and regional authorities

“I consider the most important job of someone like myself as recruiting,” said Steve Jobs, co-founder of Apple.

People are an organisation’s key asset. Effective management of staff ensures that an organisation gets the right people and the best out of them to deliver its strategic objectives. It also ensures that staff understand clearly what it is they need to do and feel valued by the organisation. All these issues represent the cornerstone of the Council of Europe Human Resources Management (HRM) toolkit that the Centre of Expertise is currently implementing in Lithuania.

In the context of an ongoing series of HRM capacity-building activities, a hybrid training workshop for the staff of municipalities and the Regional Development Councils in Lithuania will take place on 15 November. Council of Europe experts will help the participants increase specific knowledge on modern HRM & recruitment to enable them to manage better the public administration office and to improve overall performance of the local and regional authorities.

The activity is organised in cooperation with the Association of local Authorities in Lithuania in the framework of the Council of Europe – European Union Join Project “Establishment of legal, institutional and financial framework at regional (county) level, capacity-building to enhance quality of regional public administration in Lithuania”.
