Good Human Resources Management (HRM) is important for ensuring good democratic governance. It is vital for maintaining competent and capable local and regional public administration, and an effective performance of their staff responsible for delivering quality public services. The Centre of Expertise has been supporting the Lithuanian regions and municipalities in this area and has already implemented a series of capacity building workshops on various HRM issues. As a result, an HRM manual for the Lithuanian authorities was developed.
A follow up workshop with the municipal and regional public administration and other stakeholders will be organised on 5 April 2022 in Vilnius, with the aim to further contextualise the HRM manual. The manual will be presented to the participants, following which a discussion will help collect participants’ feedback, identify challenges and areas for its improvement. The final aim of the workshop is to ensure that the HRM manual is specifically tailored to the Lithuanian needs and expectations making it relevant and useful for the daily work of the authorities.
The activity will be organised in cooperation with the Association of Local Authorities in Lithuania, in the framework of the joint project of the Council of Europe and the European Union "Establishment of legal institutional and financial framework at regional (county level capacity building to enhance quality of regional public administration in Lithuania".
