Retour Council of Europe: Recommendation CM/Rec(2022)16[1] of the Committee of Ministers to member States on combating hate speech

A Committee of Experts on Combating Hate Speech (ADI/MSI-DIS) was set up by the Committee of Ministers under Article 17 of the Statute of the Council of Europe and in accordance with Resolution CM/Res(2011)24 on intergovernmental committees and subordinate bodies, their terms of reference and working methods. 

The specific task of this Committee was to prepare a draft recommendation by the Committee of Ministers on a comprehensive approach to addressing hate speech, including in the context of an online environment, within a human rights framework building on the case law of the European Court of Human Rights and drawing upon existing Council of Europe texts and the legacy of the No Hate Speech Movement Youth Campaign, as well as possible practical tools to give guidance to member States and other stakeholders in this area.

The draft Recommendation and its draft Explanatory Memorandum were approbed by the Steering Committees and adopted by the Committee of Ministers during its annual session, held in Turin, Italy in May 2022.

This Recommendation CM/Rec(2022)16 provides non-binding guidance for member states and other key stakeholders on a comprehensive approach to addressing hate speech within a human rights framework.
