Council of Europe No Hate Speech Week 2025 to enhance multi-stakeholder approach in combating hate speech

The Council of Europe  No Hate Speech Week 2025 will take place from 18-20 June 2025 in Strasbourg, gathering some 110 participants from 34 Council of Europe member states. The Week attracts a wide range of stakeholders who engage in preventing and combating hate speech, including representatives of national authorities, public figures and political bodies, CSOs active at European and national levels, equality bodies and Ombudsoffices, academia, internet industry, international organisations, and EU bodies.

The Week provides space to exchange on recent legal and policy developments and good practices of implementation and innovation. The presence of different stakeholders provides networking opportunities to foster synergies and enable a comprehensive and multi-stakeholder approach to preventing and combating hate speech in the member states, in line with CM Recommendation CM/Rec(2022)16 on combating hate speech.

The No Hate Speech Week 2025 programme consists of several plenary sessions to provide updates on policy developments and priorities in combating hate speech, including a recent study on the effectiveness of counter and alternative narratives. Civil society organisations and Council of Europe services will host 23 workshops exploring specific measures in depth and providing spaces for promising practices. A Fair of promising practices and tools will showcase Council of Europe’s and civil society practices, tools and resources in combating hate speech in view of promoting networking and cooperation.

The No Hate Speech Week participants will also be able to attend various other activities in the Council of Europe, such as the Conference on preventing and combating hate crime  organised by the Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI), a study visit of LGBTI organisations on combating hate speech and hate crimes organised by the Sexual orientation and gender identity Unit,  a training course for local authorities members of the Intercultural Cities programme, a Journalism Excellence Award Ceremony for ethical media reporting on Roma, a thematic plenary session with the members of the Steering Committee on Media and Information Society (CDMSI) in the framework of the Council of Europe Campaign for the Safety of Journalists, and the Democracy Firewall Hackaton.


The No Hate Speech Week is organised by the Anti-discrimination Department of the Council of Europe in the framework of the Maltese Presidency of the Committee of Ministers of the Council of Europe, and supported by several EU-CoE joint projects implemented by the Department.
