Conference on preventing and combating hate crime

The conference on preventing and combating hate crime is organised by the Council of Europe’s Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI) under the Maltese Presidency of the Committee of Ministers. The conference will take place on 19-20 June 2025 in Strasbourg.
The conference will provide an opportunity to actors working in the field of hate crime to exchange on practices relating to key topics such as victim support, prevention, and enhancing the criminal justice system, to facilitate the implementation of the new Committee of Ministers Recommendation CM/Rec(2024)4 on combating hate crime.
According to the Committee of Ministers, hate crime is a criminal offence committed with a hate element based on one or more actual or perceived personal characteristics or status. The Recommendation contains specific guidance to member States and other stakeholders to prevent and combat hate crime, including criminalised hate speech.
In parallel to the conference, the No Hate Speech Week 2025 is taking place from 18-20 June 2025. The event provides space to exchange on recent legal and policy developments, promising practices of implementation and networking opportunities that can enable a comprehensive and multi-stakeholder approach. The No Hate Speech Week gathers a wide range of stakeholders who engage in preventing and combating hate speech, including representatives of national authorities, public figures and political bodies, CSOs active at European and national levels, equality bodies, academia, internet industry, international organisations, and EU bodies.
