Organised by the Council of Europe, in cooperation with the Organisation for Economic Co-operation and Development (OECD) and with the support of the Alan Turing Institute, the HUDERIA Academy for health brought together 30 participants, including policy makers, health professionals, health providers and experts to consider the human rights implications of AI used in healthcare.
Applying the Council of Europe’s risk and impact assessment tool (HUDERIA) to a Chatbot tool for Chronic Disease Management, the participants explored how human rights align with efforts to scale up the deployment of AI systems in healthcare.
Discussions addressed the risks posed by AI systems, the stakeholders affected and the measures needed as they relate to individuals’ human dignity, right to privacy and freedom from discrimination.
The safety, effectiveness and trust of AI systems used to support patients and healthcare professionals alike was at the core of the meeting, having regard to the Council of Europe’s legal instruments, notably the Oviedo Convention and the Framework Convention on Artificial Intelligence.
The event was organised by the Council of Europe as part of the Strategic plan on human rights in biomedicine and health (2026-2030).
