Location of the initiative:

 SWEDEN

Relation to Strategy 21 Recommendations:

S1 - Encourage the involvement of citizens and local authorities in capitalising on their everyday heritage

Brief description of the initiative:

In 2014 the Swedish government tasked the Swedish National Heritage Board with developing a vision for cultural heritage management until 2030. The process has included a wide range of public stakeholders and civil society organisations. The project is reported to the Swedish Ministry of Culture on 16 May 2016.

Objectives of the initiative:

The vision states that cultural heritage is crucial for the development of social cohesion and an inclusive society by stimulating:

  • Discussions which challenge preconceptions about the development of society
  • The ability to understand the present
  • The means to develop trust, a sense of community and engagement for the democratic development of society.

Brief assessment of the initiative’s results:

An assessment of the projects effect will be conducted earliest in 2019. Each authorities or organisation that work with heritage management needs time to implement the vision and objectives to suite their activities or assignments.

However the conclusions in the reports has been considered and integrated in the Government Bill Culture Heritage Policy (Kulturarvspolitik) (prop. 2016/17:116)  and has also resulted in specified assignment to various authorities. One example is an assigmnet to ten different authorities to develop a more comprehensive and strategic approach to how their activities affect the cultural environment and contribute to the national cultural environmental objectives. The authorities (or agencies) involved are for example the Swedish Environmental Protection Agency, the Swedish Agency for Growth, the Swedish Transport Administration and the State Property Agency.
