Training for Trainers for judges and prosecutors

A two-day training for trainers of judges and prosecutors from Kosovo* and Albania took place in Pristina on 17-18 May 2018.

Participants had an opportunity to expand their knowledge on freedom of expression and methodology on delivering training on this topic. They were presented with the balancing exercise in defamation cases—balancing reputation rights and freedom of speech as well as the standards based on the European Court of Human Right's (ECtHR) jurisprudence. Select cases were discussed in groups and participants applied the test and discussed implications based on procedure and law as well as the standards established by ECtHR. Application of the national legal frameworks was also tested. The handbook for trainers developed by JUFREX served as the basis of training by two international experts who emphasized skills of methodology in adult training and making the training interactive for best results.

This training of trainers aims at enlarging the pool of local experts who will be engaged by local partner academies when implementing cascade training under a grant by JUFREX.

The training took place under the joint European Union/Council of Europe programme "Reinforcing Judicial Expertise on Freedom of Expression and the Media in South-East Europe (JUFREX)".
