European Committee for Social Rights (ECSR)

The European Committee of Social Rights monitors compliance with the European Social Charter under two complementary mecanisms: through collective complaints lodged by the social partners and other non-governmental organisations (Collective Complaints Procedure), and through national reports drawn up by Contracting Parties (Reporting System).

The European Commission against Racism and Intolerance (ECRI) is a unique human rights monitoring body which specialises in questions relating to the fight against racism, discrimination (on grounds of “race”, ethnic/national origin, colour, citizenship, religion, language, sexual orientation, gender identity and sex characteristics), xenophobia, antisemitism and intolerance in Europe; it prepares reports and issues recommendations to member States.

Advisory Committee for the Framework Convention for the Protection of National Minorities (FCNM)

The Advisory Committee is the independent expert committee responsible for evaluating the implementation of the Framework Convention in state parties and advising the Committee of Ministers. The results of this evaluation consist in detailed country-specific opinions adopted following a monitoring procedure. This procedure involves the examination of State Reports and other sources of information as well as meetings on the spot with governmental interlocutors, national minority representatives and other relevant actors.

Committee of Experts for the European Charter for Regional or Minority Languages (ECRML)

The Committee of Experts is responsible for carrying out the monitoring mechanism provided for by the European Charter for Regional or Minority Languages. Its role is to examine the real situation of the regional or minority langues in each State, to report to the Committee of Ministers on its evaluation of a Party's compliance with its undertakings and, where appropriate, to encourage the Party to gradually reach a higher level of commitment.
