Reinforcing the capacity of the State Advocate of Albania to protect European human rights standards and to ensure efficient execution of the Strasbourg’s Court judgements is essential for fulfilling international obligations of the European Convention on Human Rights.
In this framework, the European Union and the Council of Europe joint Horizontal Facility Action “Supporting Effective Domestic Remedies and Facilitating the Execution of ECtHR Judgments” is contributing to the development of an action-plan aiming to increase the efficiency of the State Advocate when it comes to the execution of the Strasbourg’s Court judgments.
In this context, a coordination meeting was organised on 30 October in Durrës (Albania) with a view to identify remaining shortcomings in the execution process and discussing possible ways forward. During the meeting, moderated by Mr Sokol Mëngjesi, professor of law at Tirana University and Ms Marjana Papa, Senior Project Officer at the Council of Europe, important information was discussed with the participants concrete examples and measures on how to accelerate the execution of the Strasbourg’s Court judgments in Albania.
This coordination meeting was followed by a training on legal writing and reasoning skills, organised on 31 October in Durrës, for 52 state advocates from regional offices of Tirana, Durrës and representatives of the State Advocate in the ministries. The scope of this training was to strengthen institutional capacities to improve the efficiency of the execution of the Courts’ judgments in Albania. The training was facilitated by Prof. Sokol Berberi, Lecturer and Director for Continuous Education at the Albanian School of Magistrate.
