A round table on defining the regime for different categories of prisoners, held in Tirana, on 6-7 March 2018, resulted in the development of a draft document with recommendations for improving prisoners’ regime based on the assessment of their risks and needs, in line with Council of Europe standards and good European practices. In this regard, it was recommended that multidisciplinary teams should be established to define the security level and the regime under which the prisoners should be placed, following an assessment of their risks. The document provides also a clear pathway for improvements in the legislation.
Two international consultants and staff from the General Directorate of the Prison Administration and from various prisons contributed to the development of the document.
The round table was organized within the scope of the Action “Enhancing the protection of human rights of prisoners”, co-funded by the European Union and the Council of Europe within the ”Horizontal Facility for Western Balkans and Turkey”.
