On 21 May 2021, Foreign Affairs Ministers of the 47 Council of Europe member states have agreed on a Strategic Framework for the organisation for the next four years at their annual session.

In the Strategic Framework, the Ministers stressed the importance of multilateral co-operation and co-ordination in addressing the current healthcare challenges underlining the importance of signing and/or ratifying the Convention on the Counterfeiting of Medical Products and Similar Crimes Involving Threats to Public Health (MEDICRIME Convention) and encouraged the relevant institutions to pursue their efforts in this field, including through exchanges of good practices.
