In February-March 2020, the HELP course on Internal Displacement was launched for 5 new groups of more than 150 participants in Ukraine, under the Council of Europe Project "Internal Displacement in Ukraine: Building Solutions". The course was launched in the cities of Dnipro, Kharkiv, Kryvyi Rih and Severodonets for legal professionals from different regions of Ukraine and law students of displaced universities.

The above course launches follow a series of successful course implementation for eight groups of legal professionals who benefitted from the course in the period August-December 2019. A total of 156 judges, lawyers, other legal professionals and highly motivated law students successfully completed the course and were certified jointly by the Council of Europe and the respective national partner institutions. Around 60 % of the course graduates themselves have suffered from forced internal displacement. This is one of the ways in which the Project has contributed to strengthening capacities of displaced professionals.

The tutors for all of the groups were previously trained during a training-of-trainers session which took place in May 2019.

The HELP course on Internal Displacement was launched on the HELP online e-learning platform in English in 2018.

It consists of the following modules:

  1. Introduction
  2. Overview and Key Concepts
  3. International and European Legal Framework
  4. Protection of Property and Home under the European Convention on Human Rights
  5. Other Frequently Invoked European Convention on Human Rights
  6. Protection of Social Rights
