Back The HELP course on Internal Displacement rolled out in Ukraine

On 21 May 2019, the HELP course on Internal Displacement was presented to the participants of the International Conference "Strengthening the legal framework, court practices and training programmes on internal displacement" organised in Kyiv under the Project "Internal Displacement in Ukraine: Building Solutions".

The Conference served as a forum for exchanges among all relevant national stakeholders and international partners on the most pressing issues affecting the human rights situation of internally displaced persons in Ukraine.

In the specific Conference session dedicated to the HELP course on Internal Displacement, following the presentation of the Council of Europe HELP Programme, the course was presented by Dr Bríd Ní Ghráinne, one of the course authors. The Conference participants were also informed that the national adaptation for Ukraine of this HELP course had already been produced under the Project, by a group of national experts. After being piloted in Ukraine, the national adaptation will also become available on the HELP online platform.

In order to enable a successful implementation and replication of the course in Ukraine, on 22 and 23 May 2019, a Training-of-trainers (ToT) event was organised for a group of Ukrainian participants (judges, lawyers, civil society representatives, university professors and other relevant professionals) active in the field of internal displacement. The objective of the ToT was to equip the participants with the necessary practical skills to successfully launch and implement the course in their own professional environments.

The ToT session was opened by Lilja Gretarsdottir, Secretary of the Council of Europe Steering Committee Drafting Group on Migration and Human Rights, who stressed the importance of working together towards reaching a common goal – a better protection of the rights of IDPs in Ukraine.  Dr Ní Ghráinne gave a detailed overview of the course to its future tutors and provided insight of the learning objectives of all the course modules. Participants could also benefit from a presentation focusing on the case-law of the European Court of Human Rights relevant to the topic of Internal Displacement, by Lilian Apostol, consultant of the Project.

The relevant national perspective was provided by Alla Fedorova, Valeriia Babko and Iuliia Lisova, authors of the national adaptation of the HELP course, who highlighted the main issues in respect of the applicable legal framework and judicial and administrative practices concerning internal displacement in the country.

Participants revised the basics of the HELP training methodology before following practical instructions on fulfilling all functions as a HELP tutor and on using the online e-learning platform effectively, presented by Ana Medarska-Lazova, HELP Project Coordinator. Ara Ghazaryan, experienced HELP tutor in Armenia, presented his tutoring insight and provided best practices and practical tips for the successful implementation of a HELP course. Lastly, the participants attended a workshop on the HELP online platform moderated by an e-learning specialist.

The successful participants of the Training-of-trainers session will be certified as HELP national tutors and inserted into the list of national tutors available on the website of the HELP Programme. In the upcoming period, supported by the Project, they will launch national versions of the HELP course on Internal Displacement for their own groups of participants.

The HELP course on Internal Displacement was launched on the HELP Platform in English in 2018. It consists of the following modules:

  1. Introduction
  2. Overview and Key Concepts
  3. International and European Legal Framework
  4. Protection of Property and Home under the European Convention on Human Rights
  5. Other Frequently Invoked European Convention on Human Rights
  6. Protection of Social Rights
