On October 12, 2026, Greco’s President David Meyer joined Council of Europe’s intergovernmental committees to exchange on trends and challenges of democratic security at the conference “The New Democratic Pact for Europe in times of rupture”.
Mr Meyer highlighted that integrity is not “the soft side of democratic security” but part of its “critical infrastructure”, underlining that corruption increasingly operates through privileged access, covert funding and revolving-door arrangements. He also highlighted risks at local level and the gap between formal integrity rules and their enforcement.
He cautioned that reforms can weaken judicial and anti-corruption bodies, as evidenced by GRECO’s reports and stressed the need to anticipate how safeguards may fail. He called for early intervention, adequate institutional capacity, and consistent safeguards when institutions are rapidly rebuilt after politicisation or loss of independence.
