Council of Europe´s anti-corruption group (GRECO) concludes its compliance procedure in respect of Sweden in a report published today, indicating that while Sweden has implemented GRECO’s recommendations concerning judges and prosecutors, two of the recommendations concerning corruption prevention in respect of members of parliament have not been fully met.
While recognising that an important step has been taken with the adoption of a Code of Conduct for members of the Riksdag, two shortcomings remain. First, the Code of Conduct does not require MPs to disclose conflicts of interest whenever they arise. Second, supervising the implementation of the Code of Conduct of MPs is left to the Speaker and party group leaders, and GRECO regrets that it has not been entrusted to a stronger and impartial control mechanism, capable of imposing sanctions whenever MPs breach the ethical standards contained in the Code.
