Recommendation Rec(2002)5 of the Committee of Ministers of the Council of Europe on the Protection of Women Against Violence³⁹ sets out a series of measures to end all forms of violence against women.

These measures include legislative and policy measures to prevent and investigate violence against women, to assist victims, work with perpetrators, increase awareness, education and training, and collect relevant data. Implementation of this Recommendation is regularly monitored and member states are provided with information on progress achieved and any existing gaps.
