At their 54th meeting, the Joint Council on Youth – a co-managed body of the Council of Europe youth sector, has taken a decision on the thematic priorities of the EYF ad hoc calls to be launched in 2027.
The thematic priorities for the 2027 EYF ad hoc calls* will be:
Support for young people from Ukraine
This call will support international one-off youth co-operation activities that promote and develop international understanding and solidarity and contribute to the promotion of human rights and democracy among young people from Ukraine. The call would also support international youth co-operation and strategic action that contributes to the reconstruction of Ukraine.
The call will particularly aim to support and enhance international partnerships between youth organisations from Ukraine and youth organisations from other member states. It will also target young people from Ukraine, both those in Ukraine and those living in other member states of the Council of Europe.
Support for young people’s right to participate
In line with the youth sector’s first priority on revitalising democracy and human rights education and contributing to the new Democratic Pact for Europe – particularly its focus on empowering (young) citizens through civic education – the EYF will launch a call for proposals to support youth initiatives that reaffirm and enhance young people’s rights to participate.
This priority take into account key policy developments in the Council of Europe, such as the European Charter on the Participation of Young People in Local and Regional Life, Committee of Ministers recommendations focusing on rural youth, access to social rights for young people living in disadvantaged neighbourhoods and political participation of minority young people, as well as findings from reviews of (other) policy recommendations, notably on young people’s access to rights.
* As a reminder, the EYF launches rolling calls (meaning with fixed deadlines on 1 April and 1 October every year) and ad hoc calls (thematic calls launched on an ad hoc basis, aimed at supporting specific needs or priorities).
The dates for the ad hoc calls will be announced early 2027 and youth organisations will be able to apply with their proposals exclusively on the support4youth.coe.int platform.
