To mark the International Day for the Eradication of Poverty, the Council of Europe Conference of INGOs is organising two events on the theme ‘’PUTTING AN END TO NON-TAKE-UP OF RIGHTS: For effective Access by Everyone to Rights and Services’’ on 17 October 2022 in hybrid format in Strasbourg and online.
The non-access to rights and services is a major issue in the lives of millions of people in Europe. As Olivier de Schutter, UN Special Rapporteur on extreme poverty and human rights, whom we will have the pleasure of welcoming as a speaker, has pointed out, "reducing the non-take-up of rights is within reach: it means reviewing social protection as a human right rather than as an act of charity".
The events organised by the Committee "Action for Social Rights" of the Conference of INGOs aim to shed light on the issue of non-use of rights or non-access to rights and services, based on the testimonies of the excluded persons, and taking into account various studies and reports.
A ceremony with leading personalities of the Council of Europe will be held outside the Palais de l'Europe from 12:30 - 13:15.
Testimonies of persons who do not have access to rights or services will be presented.
The ceremony will be followed by a webinar/seminar (from 14.30 to 17.00 in the Agora building – room 3) that will explore the issue of non-access to rights and services with Olivier de Schutter, UN Special Rapporteur on extreme poverty and human rights, Karin Lukas, President of the European Committee of Social Rights and various civil society organisations.
